美參議員:台灣備戰態度180度轉變 建立可恃後備部隊

美參議員芮基茲4月訪台,今天談到對台灣戰備的觀察時指出,台灣一年內態度轉為積極,幾乎是180度的變化,例如建立堅實後備部隊,配發步槍及夜視鏡等。大西洋理事會副會長也表示,副總統蕭美琴已協助成立國防創新單位。

聯邦參議院外交委員會亞太小組主席芮基茲(PeteRicketts)下午在「2025年國家特別競爭力AI+科技博覽會」(2025 AI+Expo)爐邊對談(Fireside Chat)中,呼應印太司令部司令帕帕羅(Samuel Paparo)的評估,強調中國在台灣周邊的許多軍事行動,本質上是進行「侵台預演」。

「好消息是,我們(訪台期間)會晤賴總統領導的新政府,我們和他見面,也見蕭副總統及他們的國防部長和軍方官員。台灣正在認真準備抵禦侵略,也認真試圖對抗脅迫」,芮基茲說。

共和黨籍的芮基茲4月率跨黨派參議員訪台,團員包括民主黨議員昆斯(Chris Coons)及共和黨的巴德(Ted Budd),這是芮基茲今年出任外委會亞太小組主席後首次出訪。

他表示,他當時問台灣官員,「你們有戰鬥意志嗎?」而官員是這麼回答的,「我不知道我們是否能在那一刻到來之前告訴你我們有戰鬥意志,但我們確實有戰鬥意志」。

芮基茲形容這樣的態度「幾乎是180度的轉變」,當前的局勢像與時間賽跑,台灣正在積極採取行動,相關作為包括打造一支真正的後備部隊,並為這些人購買步槍、防彈背心、頭盔及夜視鏡等裝備。

台灣後備部隊的重要性方面,芮基茲說,中國國家主席習近平將奪台視為歷史定位,已指示軍方於2027年前具備攻台能力。如今習近平已經72歲,或許在位5年、10年或是15年,並可能於這段時間採取行動。

「但他也知道如果出手失敗,這對他就是生死攸關的威脅。因為如果他失敗了,後果不是被殺就是終身監禁。」

芮基茲表示,必須讓習近平認知到現勢已經改變。他如果發現台灣已有後備部隊,就必須重新思考「如果我現在攻打台灣,這支部隊會產生什麼效果?」這將使習近平延後動武時間。

他提到,這也是他的團隊耗費許多心力推出「為區域同伴提供險惡環境下的升級保護」法案(ProvidingOur Regional Companions Upgraded Protection inNefarious Environments Act,全名縮寫為PORCUPINEAct,豪豬法案)的原因。

「豪豬」法案將有助簡化受美國「武器出口管制法」約束的對台軍售流程,以縮短正式通知國會軍售的時間及提高金額門檻,讓台灣與北大西洋公約組織(NATO)、日本、澳洲、韓國、以色列及紐西蘭,也就是「北約+」(NATO Plus)的成員享有同等軍售待遇。

「我們大約積欠他們(台灣)價值210億美元(約新台幣6297億元)或220億尚未交付的武器。因此,我們這邊也必須盡一份力,必須開始交貨。」

美國智庫大西洋理事會(Atlantic Council)副會長奎尼克(Matthew Kroenig)5月下旬也發表一篇以「台灣正嚴肅看待自我防衛議題」的專文,談近期訪台觀察。

文中指出,蕭副總統已協助成立辦公室,模式仿照美國國防部的「國防創新單位」(Defense InnovationUnit)。

全台「大罷免」如火如荼進行中,59案已進入第二階段連署,目前已有31名藍委、1縣市首長、1議員罷免連署書通過法定門檻,罷團將於截止日前送件。新竹縣立委徐欣瑩、苗栗縣立委邱鎮軍、陳超明、彰化縣立委謝衣鳳、南投縣議員蔡銘軒連署件數未達第二階段門檻,新北市議員陳乃瑜、苗栗縣議員徐筱菁、陳春暖、曾玟學罷免案停止連署;原住民立委陳瑩、伍麗華、基隆市議員鄭文婷、張之豪截止日前未送件,罷免案不成立。罷免民選公職人員容易嗎?流程與門檻為何?身陷罷免的人有哪些?《聯合新聞網》整理以下資料,帶你一起追蹤最新進展。

2024年立委選舉後,民進黨成為國會少數,而國民黨和民眾黨聯手提出三大法修正案,包括憲訴法、選罷法、財劃法,並以人數優勢通過,引爆多次衝突。民進黨黨團總召柯建銘召開記者會,聲稱要罷免立法院院長韓國瑜、副院長江啟臣以及其他藍營立委,而國民黨經黨團大會討論後,決議用「全面罷免」反制。

1.提議

根據選罷法規定,罷免第一階段需由被罷免人原選舉區選舉人為提議人,且提議人人數應為原選舉區選舉人總數1%以上。以2021年台中立委陳柏惟罷免案為例,當時台中市選舉人數為29萬1122人,第一階段提議至少需29萬1122人的1%,即為2912人方可達標。

2.連署

第一階段由中選會審核通過後,可進入到第二階段連署,連署人數應為原選舉區選舉人總數10%以上,且同一罷免案之提議人不得為連署人。同樣以陳柏惟罷免案為例,第二階段需達2萬9113人才通過連署門檻。針對不同罷免對象,徵求連署期間也不同:

立法委員、直轄市議員、直轄市長、縣(市)長之罷免為60日

縣(市)議員、鄉(鎮、市)長、原住民區長之罷免為40日

鄉(鎮、市)民代表、原住民區民代表、村(里)長之罷免為20日

選舉委員會收到罷免案連署人名冊後,將根據不同罷免對象,於不同期間內查對連署人名冊是否正確:

立法委員、直轄市議員、直轄市長、縣(市)長之罷免應於40日內

縣(市)議員、鄉(鎮、市)長、原住民區長之罷免應於20日內

鄉(鎮、市)民代表、原住民區民代表、村(里)長之罷免應於15日內

3.投票

罷免案宣告成立後20至60日內將舉行罷免投票,有效同意票數多於不同意票數,且同意票數達原選舉區選舉人總數4分之1以上,即為通過。

今年2月收到的61件罷免提議中,有34位藍委、15位綠委、1位無黨籍立委、1地方首長和8議員罷免進入第二階段,2名綠委一階未過門檻。以下整理罷免案第一階段通過名單,以及發起團體名稱。

幕後/蔣萬安帶縣市長赴行政院提訴願 中部有她牽線

行政院統刪25%地方補助款,引發地方政府反彈。北市長蔣萬安上周四由財政局委託律師提起訴願後,蔣萬安今天下午3點半,再陪同南投縣長許淑華、台東縣長饒慶鈴、彰化縣長王惠美、連江縣長王忠銘等藍營首長,赴政院提訴願。

北市副市長林奕華今天上午也應立院財政委員會邀請,共商補助款案。

據了解,蔣萬安上周開出提訴願第一槍後,藍營執政縣市首長都有密切保持聯繫,今天藍營九縣市首長及代表親赴政院提訴願,是由南投縣長許淑華幫忙串連中部縣市,蔣萬安上周提訴願之前,其實各縣市也都有計畫,不過蔣開第一槍後,大家的行動就更明確。

至於提起訴願後,若中央沒有撤回刪減一般補助款,知情人士透露,北市府會持續有相對應動作,近期也都有相關推演,會由地方與立院分進合擊,給中央壓力,如果有好的結果當然最好,確保地方民眾權益不要受損,但如果行政院堅持要違法刪減補助,地方政府絕對會有下一步的動作。

據了解,北市府上周四提起的訴願書,認為中央統刪一般性補助款,已違反財政收支劃分法第30條第3項、及中央對直轄市及縣市政府補助辦法等相關規定,未依法行政,有違反法律保留原則、違反依法行政原則、違反明確性原則、違反溯及既往禁止原則、違反誠信原則及信賴保護原則,有裁量濫用等情形甚明,且已導致訴願人財政收入受到重大影響,進而構成對訴願人地方財政自治權之干預,核屬違法。

至於除今天九藍營縣市首長下午赴政院,據了解,北市府與台中等其他藍營縣市,也都有彼此聯繫,不過每個縣市都有不同規畫與進程,重點是要中央不要違法刪預算。

紀念六四 黃國昌:年輕人需要一套對抗極權的敘事

今天是六四事件36周年,民眾黨主席黃國昌以「寧願燒盡,不願銹壞」為題在臉書貼文表示,極權政府為了有效控制人民,政府需要一套「為何黨需要永續執政」的敘事;相對對現況不滿的年輕人,也需要一套對抗極權的敘事。黃國昌說,若掌權者讓所應該團結、保守安寧的人民,失去對任何話語的信任,就證明他沒有擔起作為政治領袖基本責任的一天。

「統治者手握特權,腐淫奢糜,花天酒地,荒淫作樂;高幹子弟更是仗勢橫行,為非作歹⋯⋯社會的黑暗、不公平、統治者的汙濁、人民的麻木冷漠,這一切,使我難以獨善其身,只顧自己的小家庭,安心供奉你們(父母)。民未安,何敢忘憂,目未達,何敢自顧?」

黃國昌說,這段話,來自1989年6月5日天安門廣場遭到射殺的一位年輕人寫給父母、在身亡後被發現的遺書。在承載著對台灣未來政局仍有盼望者的期待與責任的此刻,若要仔細考證這封遺書100%的真實性,實已超出我的能力與精力範圍之外。歷史詮釋的搖擺,往往是跟隨著掌權者的意志、而不是無權者的意志,因此在這個日子,大家最重要的責任,是確保6/4這個日子在天安門廣場發生的壓迫,不會在未來的某一天,消失掉其真實性。

黃國昌表示,對於任何事物真實性的無法信任,是極權社會的悲哀。在極權政府的統治下,為了有效控制人民,政府需要發明一套完整的「為何黨需要永續執政」的敘事。而相對地,對現況不滿的年輕人、乃至對這些年輕人的身影有所記憶的後人,也需要延伸、發展出一套對抗極權的敘事。這個敘事,即便含有任何一點不確定的成份,它也必定具有無比真實的起源。

黃國昌說,所有掌握權力的人都應該警惕:若有一天,他讓他所應該團結、保守安寧的人民,失去了對任何話語的信任,那一天,就是證明他沒有擔起作為政治領袖基本責任的一天。

黃國昌說,許多廣場上的年輕人如果還在世,這些人將是大他五歲左右的中年人,這些人也許會在見識了6/4的殘酷之後,改變生存策略、甚至加入那個一旦表現出順服、就可以保障自身安全(儘管是當初鎮壓自己兄弟姐妹)的團體。

黃國昌表示,在這一天,每個人因為各自所面臨的處境會需要不同的記憶;但,如同這封遺書作者所深信的:「歷史將作出公正的判決」。在這位年輕人21歲寫下遺書的那個片刻,那「寧願燒盡,不願銹壞」的理想主義,值得所有人牢記在心。

黃國昌說,因為,那也是對於未來總有可能被改變、失望中永遠有希望的微光見證。

響應「臺灣騎時很美麗」活動 串聯咖啡農園、歷史遺構及大自然美景

〔記者陳彥廷/屏東報導〕為響應聯合國「世界自行車日World Bicycle Day」,屏東縣府昨響應交通部觀光署推動的「臺灣騎時很美麗」系列活動,與全國各地同步舉辦單車環騎,路線大部分是舊糖鐵軌道改建而成,吸引六十名車友前來共襄盛舉,不少人騎著YouBike來挑戰,順利完騎二十四公里路程。

全程24公里 有人騎YouBike來挑戰

屏東縣一年一度單車盛會,今年以「屏東騎旅」為主軸,結合在地自行車道系統與文化景點,展現屏東騎行觀光的深度魅力,上午九點由專業領騎帶隊,六十位來自高、屏的車友們從潮州聞香閣宴會餐廳出發,經過屏東咖啡園區,沿著綠意盎然的萬金糖鐵自行車道騎乘至新埤鄉萬隆國小,全長約二十四公里。

縣府交通旅遊處表示,沿途經萬金聖母殿、屏東咖啡園區與加走咖啡農園等文化與自然亮點,騎行路線大部分是由台糖日治時期的糖鐵路線改建而成,車友見到藏在田野中的歷史與產業遺構,都感到驚喜,還有雄偉的大武山及晴朗藍天,讓人心曠神怡。

雖然氣象署預測屏東將下大雨,但昨天上午的騎行活動卻是幸運的沒有太多雨勢,一行人順利完騎,還有不少人是騎著附近站點借來的YouBike電輔車直接上路,留下難忘騎行經驗。

將推全新10條路線 體驗樂活漫遊

交通旅遊處副處長張瑞裕說,以舊糖鐵軌道改建而成的單車路線,沿途景觀豐富,縣內還有很多值得車友們探索的路線,在世界自行車日響應全國單車環騎活動外,更要推廣自行車做為促進健康、環保和永續發展的交通方式

縣府強調,未來將推出全新十條精選單車路線,涵蓋親子休閒、極限挑戰、景觀攝影、文化探索、美食補給等主題,搭配補給站、鐵道串聯在地文化體驗,提供完整的單車旅遊服務,提升屏東騎旅的品牌價值,吸引全國單車族來屏東體驗樂活漫遊。

第二輪遴聘》宜蘭三星農會總幹事 3人登記候聘

〔記者江志雄/宜蘭報導〕宜蘭縣農會及三星地區農會總幹事遴聘進入延長賽,被視為一級戰區的三星農會,有前總幹事李智遠、宜縣養鴨生產合作社經理黃存誠、三星農會辦事員陳家寧登記候聘。縣府昨天表示,此案正在初評,最快七月底辦理第二輪遴聘。

宜蘭縣農會及縣內十個基層農會今年三月陸續產生新任三巨頭,不過,宜蘭縣農會登記候聘的五連霸總幹事陳誌銘,以健康因素為由提前退休,另三星農會時任總幹事李智遠因喪失理事會主導權自請離職,造成兩個農會總幹事難產。

宜縣農會總幹事遴聘 9日起登記

縣府農業處長李新泰說,初評本月底完成後,呈報給農業部辦理面試,合格名單估計在七月底前出爐,再送交三星農會啟動第二輪遴聘,由理事會遴聘新任總幹事。

三星農會選舉兩陣營競爭激烈,李智遠所屬陣營在農會理事席次落居下風,理事會召開前夕便自請離職,理事會後來也否決他的續聘案,由於總幹事僅李智遠登記候聘,必須重新啟動遴聘作業。

三星農會總幹事第二輪遴聘,經過公告後已在五月二十三日截止登記,有李智遠、黃存誠、陳家寧完成登記,宜蘭縣府農業處依照學經歷、品德操守、工作表現辦初評,候聘人通過門檻便可到農業部接受面試,總分七十分才能取得候聘資格。

至於宜蘭縣農會總幹事遴聘,訂於本月九日到十三日受理登記,宜蘭縣府農業處農業產銷科長李長珊傳出也有意登記候聘。李新泰表示,尊重當事人意願,依照現行遊戲規則,登記作業結束,主管機關依法審查,合格名單送交縣農會理事會開會決定人選。

雲林斗六市西市場排水改善 下月動工

〔記者李文德/雲林報導〕雲林縣斗六市西市場近九十年歷史,因市場道路老舊等問題,市公所規劃將進行周邊道路排水改善,經調查,周邊流動攤商有近三百家。公所表示,將協助商家進駐公有零售市場,改善工程最快七月動工。

斗六市長林聖爵表示,西市場道路老舊、水溝淤積問題嚴重,雖定期清淤但效果有限,內部及周邊道路、排水系統亟需改善,此次預計道路鋪面改善總長九八六公尺,排水溝長度約一二二六公尺,範圍涵蓋愛國、興南、興中、興北街及雲林路一段。

公所指出,為釐清周邊攤販現況,已統計流動違規攤販現有二七二攤,屬斗六市民者有七十九攤,已協助部分攤販申請進駐第二公有零售市場,截至目前已受理十攤。

林聖爵指出,針對改善工程,市公所已邀請攤商召開三次說明會,蒐集地方意見,將採取分區、夜間施工,更會對受影響攤商提出安置措施。原訂工程六月開工,因召開說明會,最快於七月開工,若明年春節前不及完工,會先暫時停工因應,完工後將再畫設六公尺淨空範圍,加強取締占用道路與非法出租設攤等行為,維護市場環境。

自二○一五年起,五德國小每年推動一艘學生親手打造的獨木舟,結合工藝實作與團隊合作精神,已累積十艘獨一無二的校園之舟。今年特別選用全新嘗試的「拼板」工法,象徵學生們拼接的不只是木板,更是創意、汗水與同心協力的成果。

與中合作 利物浦大學辦學掀波

〔編譯孫宇青/綜合報導〕英國「金融時報」三日報導,澳洲智庫「澳洲戰略政策研究所」(ASPI)調查發現,英國首屈一指的利物浦大學與中國西安交通大學合作興辦的「西交利物浦大學」(XJTLU),與受美國和歐盟制裁的諸多中國和俄羅斯實體有密切聯繫,涉及國防、關鍵技術、科技轉移、商業化和產業發展等,且許多研究成果兼具民生和軍事用途,這凸顯在新的地緣政治競爭時代,學術交流與合作的難處。

西交利大合作對象多遭制裁

西交利大成立於二○○六年,是中國近十年來與美國、歐洲、英國、澳洲等國合作成立的眾多中外合作院校之一,也是中國最大的中外合作大學,學生約二.五萬人,教職員約一千人,規模與利大相當。雖然利大聲稱從未從西交利大學生身上獲取收入,但許多西交利大學生在最後兩個學年都會到利大就讀,直接向利大繳交學費。

值得注意的是,西安交大與中國國防部和國防產業關係密切,利大也與英國國防機構有諸多聯繫,更在去年九月獲得「澳英美三方安全夥伴關係」(AUKUS)首屆電子戰創新挑戰賽優勝。

然而,西交利大與許多被美國或歐盟制裁的對象合作。例如,去年十一月,西交利大成立「中俄人文合作暨發展中心」,由中俄雙方共同派員擔任中心主任,但俄方主任謝苗諾夫是莫斯科地區政府顧問,也是俄國外交部轄下獨立國協事務、海外僑胞暨國際人文合作署公共諮詢委員會成員,該署早在二○二二年就被歐盟制裁,被視為克里姆林宮軟實力和混合影響力的主要國家機構。

去年四月,西交利大與無錫的國家超級計算中心建立研究合作夥伴關係,但該中心也早在二一年四月就因參與中國軍隊現代化計畫和大規模殺傷性武器計畫,被美國商務部列為七間遭制裁的中國超級電腦公司之一。

〔記者許國楨/台中報導〕8名國人接受免費旅遊招待赴泰國,抵機場隨即被送往緬甸詐騙園區,其中陳姓等3名婦人付贖獲釋,另5名年輕團員被轉賣到詐騙園區,至今仍生死未卜;先前在當地歷劫近兩百天,才得以返台的台中商演歌手「小翁立友」陳康岳分析,這5人恐已陷入詐騙產業鏈中,無法自拔。

陳康岳說,緬甸詐騙園區內的現況,吃喝玩樂嫖賭都有,如果是供餐的話,因為有些公司(詐團)是「歐美盤」,有些是「東南亞盤」,為了持續不間斷及不同的詐騙路線,一天會供4餐,住的方面有冷氣可以吹,還有KTV、夜店、賭場、甚至嫖妓服務,如果是「歐美盤」的話,每個星期日還會休市,然後就會休息,大家去喝酒。

至於嫖妓價格從新台幣「5千到1萬5都有」,讓人誤以為置身娛樂天堂,然而,這些看似豐盛的待遇背後,其實是配合詐騙集團的「工作需求」,因為每天幾乎24小時「輪班上線」詐騙,疲勞轟炸,不讓人有機會逃脫。

對於5名年輕人的可能現況,陳康岳坦言憂心忡忡,他說,33歲以下年輕人,通常是詐騙集團的最愛,因為「反應機智快、學得快」,一旦習慣園區內的賺錢或運作方式,很可能就此沉淪,樂此不疲,也有人覺得那邊詐騙錢「來得快又輕鬆」,即使知道非法,仍選擇留在當地,寧可背棄家人也不想回頭。

他直言:「在那邊,年輕人一旦上線,就像被綁住的豬仔,有些人甚至覺得這是最快賺到大錢的捷徑。」但並非所有人都能適應這種生活,有人可能因水土不服,或心理壓力無法負荷,選擇想辦法求援,只是時間點或是運氣不佳,始終無法脫困,只能「變成詐騙的骨幹」,繼續在園區裡幫詐騙集團撈錢。

刑事局中打表示,此案已由刑事局國際科掌握5人名單,年約20歲至30多歲間,且5人是自願搭機離台,後續沒有家屬或本人向警方求助、報案,也未接獲5人有在當地被害的情資,後續案情仍待釐清。

〔記者蔡彰盛/新竹報導〕新竹縣建設公司代表人徐男與陳男投資苗栗縣土地,出售後徐男竟找友人彭男當幽靈仲介,企圖坑殺陳男300萬仲介費,彭男甚至向檢察官作偽證,新竹地院依詐欺未遂罪將徐男判刑9月、彭男則依偽證罪判刑7月。

法官調查,徐男為竹縣某建設公司代表人,彭男則為其友人。徐男於102年1月至104年3月間,以其私人名義,邀請陳男共同投資坐落苗栗縣頭份市土地,雙方約定出資比例為各半,並於購入後,將本案土地借名登記於陳男配偶林女名下,而陳男則另委託徐男全權處理本案土地投資後續事項。

事後本案土地於104年3月3日以1億5千萬元售出,並於104年3月23日移轉登記予買受人鄭男。

徐男明知本案土地出售給鄭男過程中,並未委任彭男擔任賣方仲介,竟於104年3月30日指示不知情的下屬製作「投報試算」,並於陳男可分配的盈餘記載「扣仲介費2%,300萬元」。又在105年10月14日,再次指示下屬製作「陳男結算建議」,並於陳男可分配盈餘記載「扣4%仲介費,300萬元」,使陳男誤以為自己必須分擔賣方仲介費300萬元。

徐男即以此詐術,企圖減少陳男可分配之盈餘,而使該部分盈餘歸於自己,惟最終因陳男察覺有異,提起民事訴訟並提出本案刑事告訴而未遂。

彭男明知本案土地出售過程中,自己並未受徐男委任擔任賣方仲介,竟為協助徐男脫免詐欺罪責,在地檢署虛偽證稱:「我是處理土地買賣的事情,徐男跟我說,如果有到這個金額(1億5千萬元),會給我4%服務費,我於104年年底收了徐男給我的300萬元服務費,他在新竹縣竹北市舊辦公室拿300萬元現金給我,現場只有我跟他2個人」等語。

彭男並於不詳時間地點,於「現金款項簽收單」簽名,並填寫日期為「104年12月31日」,而偽造徐男被告詐欺案件證據,徐男遲至112年4月17日始陳報簽收單影本給檢察官。

徐男辯稱自己是受陳男全權委託,處理本案土地的投資相關事宜,確實有委任彭男擔任賣方仲介。

彭男則辯稱沒有作偽證,講的話都是事實,他在本案土地買賣就是做賣方仲介,收的也就是賣方的服務費,如果當時沒有他處理,本案土地也不會成交。

法官認為,徐男未能維持一貫說詞、未能促使律師為其提出邏輯始終一致的主張,甚至於本案刑事訴訟中再次翻異前詞,提出與其向來立場更為不同的答辯內容,顯見其歷來所述概屬臨場即興杜撰,認定徐男所稱「本案土地買賣存在賣方仲介、需給付賣方仲介費」一事,乃屬虛妄。

此外,檢察官問鄭男在購買本案土地之前,認識或見過被告彭男嗎?對此,鄭男回答:不認識也沒見過。

法官審酌徐男枉顧告訴人的信任,為圖一己之私,遂行本案詐欺得利犯行,最終犯行雖屬未遂,但仍有不該;彭男為掩飾徐男犯行,竟向檢察官做出虛偽供述,並配合徐男偽造「現金款項簽收單」,法官考量被告2人均矢口否認的犯後態度,於偵審過程中耗費諸多司法資源,最後依將徐男依詐欺得利未遂罪判刑9月、彭男偽證罪判刑7月。

〔記者俞肇福/基隆報導〕藍營罷免民進黨籍基隆市議員鄭文婷、張之豪案,第二階段連署書到昨天截止收件都未送件,基隆市選委會昨天下午五點半宣布「罷免案不成立」。鄭文婷批評,國民黨一錯再錯,身兼國民黨基隆市黨部主委的立委林沛祥應向市民道歉;林沛祥說,「我反對任何形式的罷免,何錯之有?」

國民黨基隆市黨部和基隆公共事務學會合作,推動罷免鄭文婷、張之豪,反制綠營罷免林沛祥,但是罷鄭、罷張提議人名冊出現「死亡連署」等涉嫌偽造文書情事,檢調偵辦至今,包括前基隆市政府民政處長張淵翔、前國民黨基隆市黨部主委吳國勝、罷鄭案領銜人紀文荃、罷張案領銜人游正義與國民黨基隆市仁愛區黨部主任張金發等人涉入不實連署案,都被法院裁定羈押禁見,紀文荃與游正義昨天未到基隆市選委會送件。

鄭文婷怒批,兩位黨工偽裝成公民身分提出「死亡連署」,林沛祥身為新任國民黨基隆市黨部主委,應該為是非對錯出面道歉,否則就等第三階段罷免投票,讓人民用選票告訴他,什麼叫做「是非對錯」。

張之豪也表示,國民黨提出的罷免案因為自己違法「散戲了」,他從不恨基層黨工,畢竟黨工只是「車手」,真正該被治罪的是「集團主謀」。既然要罷免,一切按照規則來,但國民黨違法亂紀,早知如此、何必當初?

林沛祥回應,二○二四年民間團體推動罷免謝國樑時,他曾說個人反對任何形式的罷免,何錯之有?民進黨從二○二四年立委選輸後,就以輸不起的心態,發動側翼團體搞全國大罷免,不讓全民好好過日子,民進黨才應該自我檢討、向全民道歉。

〔記者劉詠韻、甘孟霖、楊國文/台北報導〕罷團「地動刪瑤」領銜人張克晉日前宣布退出領銜人一職,神隱至今,但前天傳出背後真相是張被檢調約談後,發現連署書有他已故母親的簽名,讓他心寒;罷團召集人賴苡任昨證實此事表示,任何一位領銜人看到這樣的證據,心裡難免覺得不舒服,而他也未曾責怪過張克晉忽然退出。

政論節目主持人謝震武前晚在節目裡提及,檢調調查罷免案時,向張克晉出示兩張不同字跡的連署書,張看到已故母親的簽名,心情大受打擊,因此毅然退出罷團。賴苡任昨在廣播節目證實此事。

賴苡任指,他於四月十四日被約談後,確實看到與張克晉相同的證據,調查官出示兩份罷免提議書,雖為同一人名,但筆跡顯然不同;調查官當時問他是否認識對方,他回應不認識。後來他才得知是張克晉已故的母親,坦言當下感到相當震驚,更遑論對於身為人子的張,相信他的心情一定比他更受打擊,但他由始至終從未責怪張克晉退出。

賴苡任表示,隨著台北市黨部主委黃呂錦茹遭羈押,市黨部幾乎陷入癱瘓,罷免行動只剩下總部,也就是他和團隊在運作,還有在地議員協助,而中央黨部可能顧忌司法,四月十四日後有一段時間沒有聯絡,直到立委陳玉珍某天前來總部關心,才幫忙與黨中央搭上線。

賴苡任聲請假處分 北高行傳相關人出庭

在張克晉退出領銜人身分後,「地動刪瑤」向中選會申請更換領銜人未果,賴苡任聲請假處分,主張二階連署書應同意由連署人送件,台北高等行政法院昨天開庭,傳喚聲請人賴苡任、相對人中選會、台北市選委會出庭。

中選會指出,選罷法規定由罷免案提議人的領銜人,將連署書一次提出,賴並不適格。賴則回擊,選罷法第八十條第三項限制單一領銜人送出連署書的規定違憲,請求中選會應受理他提出連署函。北高行近日將做出裁定。

「地動刪瑤」二階罷免連署六月七日是截止日,目前連署告急。昨日國民黨台北市議員張斯綱宣布,送交四五一三份連署書給罷瑤團隊,強調絕不放棄。

這7款被放生的名單包括iPhone 7、iPhone 7 Plus、iPhone 6s、iPhone 6s Plus、初代iPhone SE,以及iPad Air 2、iPad mini 4,這些機型都無法升級至iOS 16及iPadOS 16,因此與最新版YouTube應用程式不相容。

判決書指出,18歲高中肄業的李姓磁磚工人,與尚未年滿16歲的高中女學生小雅,是國小時期就認識的學長學妹,兩人於去年(2024年)12月初短暫交往約1週,就發生性關係,不料,事隔約一個月,小雅於今年(2025年)1月11日就醫確診感染淋病,醫院通報台中市家庭暴力及性侵害防治中心,小雅的媽媽接獲通知氣炸了,向台中市警察局婦幼警察隊提出控告。

北京正發展重塑亞洲版圖武力

在前總統拜登任內擔任國防部印太事務助理部長的瑞特納,投書美知名外交刊物「外交事務」,主張中國正逐漸具備透過武力重塑亞洲版圖的能力,「由美國在亞洲組建一個集體防禦條約的時機已到」、「數十年來,這類條約無可能也無需要。直到今日,面對來自中國與日俱增的威脅,既切實可行也勢在必行」。

瑞特納指出,北京專注滿足中國國家主席習近平「中華民族的偉大復興」的想像,包括統一台灣和主宰南海,削弱由美國領導的同盟,重塑區域秩序。瑞特納說,若中國的意圖成功,將會產生出一個由中國引領的秩序,美國的力量將被削減至一個弱化的大陸強權的水準,且沒有能力全面掌握或領導世界最重要的市場和科技領域。鑒於中國挑戰的急迫性,「美國承受不起等待所有夥伴完美同步的時間」。

但瑞特納表明,依照現行美國政策,將台灣納入集體防禦條約「不可能也不適當」,亦不會被其他條約中的成員國接受。歐洲盟友則是在政治上和軍事上尚未做好準備,但在不同情勢下,不排除做為未來考量選項。

小規模防禦條約 較亞洲北約可行

瑞特納另向「南華早報」說明,美日澳菲為當前在中國挑戰議題上最為一致,應對上也已具備深度集體軍事合作的四個國家,且小規模集體防禦條約,較日本首相石破茂去年提出的「亞洲北約」概念更加可行。

瑞特納提出三項因素。首先是美國盟友的一致性更甚以往;二為美國盟友間的聯合行動程度前所未見;三是對美國盟友在和平與安全層面做出更多貢獻的需求逐漸增加。

雖然讚賞拜登政府採取歷史性步驟,以全新方式串聯盟友,瑞特納仍認為現行的架構過於鬆散,「有需要形成一個更正式的共同防禦條約嚇阻來自中國日益增長的威脅」。對此,有安全專家抱持謹慎看法。菲律賓德拉薩爾大學地緣政治分析師吉爾表示,四方集體防衛會需要對任何安全規劃所涵蓋的範圍做出明確定義,尤其是當涉及台灣事務。菲律賓「國家利益基金會」代理主席艾瑪杜爾不看好四方共同防衛前景,認為區域會視集體防禦條約為強迫各國在特定強權之間站邊而予以抗拒。

八種紅斑性狼瘡的早期表現

● 皮膚紅疹

兩側顴骨加上鼻樑處的蝴蝶型紅斑是許多人認識紅斑性狼瘡的第一個特徵,畢竟病名就出現了「紅斑性」這幾個字,非常典型。而且畢竟臉部出現狀況,家人、朋友都可能看到,因此皮膚紅疹就成了最典型的紅斑性狼瘡症狀。

這樣的皮膚紅疹可能在陽光照射後出現,或是突然出現,會帶有點皮膚粗糙的特質。除了蝴蝶型紅斑外,患者也可能會發現眼皮比較腫脹,眼睛周圍也是腫脹的。而身體其他部位的皮膚可能出現厚而鱗狀的斑塊或變色斑點,容易暴露在陽光下的皮膚還會出現鱗狀皮疹。

● 無法解釋的發燒

微微發燒很可能是最早的紅斑性狼瘡症狀。患者會發現自己量起來總是體溫偏高,大約攝氏37.5度到38.3度之間,但除此之外還沒有其他問題,許多人不會因為身體微微的燒而去看醫師,但如果一直這樣微微的燒著,可能代表身體有一些發炎反應持續發生著。當你發現自己反反覆覆會有點微燒,或是微燒持續了十天兩星期以上,請務必就醫檢查。

● 長期疲憊

據統計,九成的紅斑性狼瘡患者會因為身體處在發炎狀況而感到疲憊不堪。通常患者會說:「我覺得晚上我有睡滿七到八個小時,可是即使是休息了這麼久,我還是覺得好累,真心累!」這種持續很久、又很嚴重的疲憊感,常常是紅斑性狼瘡患者覺得最不舒服的症狀。

● 掉髮

紅斑性狼瘡的症狀之一為掉髮,約八成以上的患者會發現自己開始成簇地掉頭髮,或是覺得頭髮愈來愈稀疏,甚至頭皮上出現禿斑,頭皮有一小塊都沒了頭髮。照太陽後,掉髮情形可能還會更嚴重。

● 關節腫痛

年紀輕輕,就發現關節疼痛還腫起來嗎?這時一定要考慮自體免疫疾病。紅斑性狼瘡造成的發炎包含了關節處,因此會讓關節處變得疼痛、明顯腫脹、僵硬,尤其早晨起床時會更嚴重。關節腫脹的嚴重程度可能會反反覆覆,有時好一點,有時又突然惡化。

雖然關節炎是紅斑性狼瘡最常見的症狀之一,但值得注意的是,關節炎很少是唯一的症狀。假使你發現自己年紀輕輕,關節腫脹會痛,還伴隨著掉髮、疲憊、或紅斑等症狀,就真的要注意是否為紅斑性狼瘡了!

● 眼乾嘴乾

在發炎狀態下,分泌眼淚和唾液的腺體構造也會受到影響,因此比較無法分泌出足量的眼淚與唾液,患者因此覺得眼睛乾、嘴巴乾,甚至也可能會有陰道乾燥的狀況。患者眼皮可能出現紅疹。

● 下肢腫脹

下肢腫脹、血壓變高、尿裡面出現血、尿尿顏色變深,都可能是腎臟發炎的一些特徵。不過其中大概最常被注意到的症狀,就是下肢腫脹。在剛罹患紅斑性狼瘡的五年內,患者很容易因為異常的免疫系統而導致腎臟發炎,讓腎臟無法過濾毒素與廢物,身體於是出現上述的各種症狀。假使發生在小孩身上,症狀常常更為嚴重。

● 甲狀腺機能低下

紅斑性狼瘡患者比一般人更容易有甲狀腺機能低下,同樣也是因為免疫系統的異常運作,攻擊了甲狀腺細胞,讓甲狀腺難以製作出足夠的甲狀腺素;於是,患者代謝變差,體重逐漸變重,頭髮和皮膚愈來愈乾,情緒也顯得不穩定,還會愈來愈沒精神,鎮日疲憊著。

注意身體狀況,早期治療

以上八種狀況,包括蝴蝶型紅斑、發燒、疲憊、掉髮、關節腫痛、眼乾嘴乾、下肢腫脹、甲狀腺機能低下,都有可能是紅斑性狼瘡的早期表現。如果生育年齡的女性出現以上多個症狀,務必就醫並好好接受檢查與治療喔。

〔記者陳鳳麗/南投報導〕南投縣某大學馬來西亞籍外籍生,在外租屋居住,去年10月某日凌晨4點多,闖入門鎖剛好壞掉而無法鎖門的女學生套房,並掀開棉被,其中1女生被嚇醒大喊「你是誰?」,並叫醒同學,外籍男學生落荒而逃,無前科外籍生求處緩刑,惟因女學生不原諒,南投地院法官以侵入住宅罪名判拘役30日。

該名就讀南投縣某大學的24歲馬來西亞籍男大生,去年10月上旬的某一日,凌晨4點30分左右,直闖同層樓居住的另一間套房,該房間剛好門鎖壞掉,當晚無法鎖門,外籍男大生直接打開房門走進去,伸手掀開床上的棉被,女學生被驚醒,看到外籍男大生站在她面前還掀開棉被,大喊「你是誰?你要做什麼?」。

女大生也馬上叫醒住同房間的女同學,兩人馬上打電話報案,外籍男大生奪門逃逸,警方依據監視器等畫面,揪出馬國籍的男大生。

這名外籍生一開始否認是他闖進女學生房間,但經兩名女生指認,後來也坦承,辯稱只是好奇走進去,沒有什麼不良企圖,該外籍生沒有任何前科,請求法官給他自信機會能判處緩刑。

不過,兩名女大生堅持不原諒,不願與他調解,南投地院法官審酌該男未能與告訴人達成調解或賠償損害,且侵入告訴人房間時間,為一般人在家休息或熟睡的時間,破壞之居住安寧程度非輕,但因他無犯罪紀錄,因此以侵入住宅罪名,判處拘役30日,若易科罰金折合3萬元。全案可上訴。

同為律師的林智群昨在臉書發文表示,「其實林律師(林沄蓁)在端午節時公開全部對話內容,見好就收,現在又直播講一些有的沒的,只是讓大家看熱鬧而已。」並說己面對客戶,都會請客戶將事情經或列成時間軸,這樣比較容易釐清案情,透過發文,他也把呂秋遠私生子風波依時間軸列出。

今(4)日上午8點左右,作家H發文公開點名林智群,針對林智群說的時間軸給反饋:「你列的時間軸,我不知道是站在誰的立場列的,但是對我來說,在2025年5月29號這個時間點,呂秋遠寫出了一篇5字長文,才是時間軸的關鍵!」

CNBC報導,輝達即使在出口管制和關稅擔憂的情況下仍保持增長,激勵股價持續走揚,在過去1個月內飆升了近24%。

隨著週二股價勁揚2.8%,來到141.22美元,市值來到3.45兆美元,超車微軟3.44兆美元。

上週,輝達公佈第1財季業績,調整後每股收盈餘為96美分,銷售額為440.6億美元,較去年同期成長了69%,對於像輝達這樣規模龐大的公司來說,這是一個令人難以置信的成長率。

輝達的成長得益於其AI晶片,OpenAI等公司使用這些晶片來開發ChatGPT 等軟體。

衛星視角!烏克蘭突襲 俄羅斯多架轟炸機殘骸曝光

〔即時新聞/綜合報導〕烏克蘭軍方6月1日發動「蜘蛛網行動」,在俄羅斯境內以大批無人機攻擊多座軍用機場,造成41架俄羅斯軍機全毀或半毀,而這些軍機大多都是俄軍對烏克蘭投射戰略巡弋飛彈的主力機型。從衛星影像可證實,俄軍有多架戰略轟炸機被摧毀或嚴重毀損。

根據《路透》報導,烏軍使用貨車載運特製貨櫃內藏無人機,在俄羅斯軍用機場附近發動突襲,襲擊俄羅斯境內至少4個空軍基地。烏克蘭國家安全局(SBU)指稱,「蜘蛛網行動」造成的損失高達70億美元(約新台幣2100億),俄羅斯約34%的戰略巡弋飛彈運載機遭到攻擊。

從美國商業衛星新創公司「Capella Space」提供的西伯利亞地區伊爾庫次克(Irkutsk)的貝拉雅空軍基地(Belaya airfield)衛星空拍照片可得知,對比5月17日與遭到攻擊隔天(6月2日),貝拉雅空軍基地跑道上有多架Tu-95「熊式」轟炸機與Tu-22M3「逆火式」轟炸機被毀。

開源情報分析師阿佛瑞克(Brady Africk)認為,烏軍對於貝拉雅空軍基地的襲擊非常成功,基地內設有多架作為誘餌的「假飛機」,但這些飛機未能有效誤導烏軍無人機。阿佛瑞克提到,貝拉雅空軍基地內確實有多架Tu-95與Tu-22M3被毀,但需要更多照片才能正確地評估具體影響。

花邊教主告導演案意外轉折!撤兩指控被疑因「醫療紀錄不給看」

〔記者許世穎/綜合報導〕好萊塢「花邊教主」布蕾克萊芙莉和合作電影《到我們為止》的導演兼主角之一的賈斯汀巴爾多尼撕破臉互告,案情有了意外轉折,布蕾克正試圖撤回對巴爾多尼所提出的「蓄意造成情緒困擾」與「過失造成情緒困擾」兩項指控。

此舉發生在巴爾多尼的法律團隊要求取得布蕾克的醫療紀錄,以便為他辯護,反駁她聲稱遭受「嚴重的情緒困擾與痛苦、羞辱、尷尬、貶低、挫折與精神折磨」的說法。而布蕾克擬撤回指控的動向,週一(2日)在巴爾多尼律師團提交給法院的文件中曝光,他們同時要求法官強制布蕾克簽署HIPAA授權書(根據美國《健康保險可攜與責任法》所制定的一種書面同意文件,用來授權他人合法取得個人的醫療資訊),以便取得治療筆記與其他相關資訊。

文件中寫道:「萊芙莉的律師最近以書面通知我們,表示她將撤回對情緒困擾的指控,但卻拒絕我們合理要求她以『有損撤回』(with prejudice)方式終結訴訟,換句話說,萊芙莉一方面拒絕揭露有助駁斥她曾經受情緒困擾,或是駁斥是由被告造成的資料與文件;另一方面卻保留日後在本案或其他法院、於證據揭露期結束後,重新提出這些指控的權利。」

布蕾克的律師對此回應,稱這份文件只是「一場公關操作」,並強調他們只是「簡化並聚焦案件」,「巴爾多尼與其製作公司採取報復性反訴的策略,使他們面臨依加州法律可主張的更大額損害賠償風險,讓萊芙莉原本某些指控已無必要。她仍然主張自己遭受情緒困擾,並將其作為包括性騷擾與報復等多項指控的一部分,並在所有指控中主張巨額補償性損害賠償。」

對此巴爾多尼的律師拒絕評論,而法院接下來將裁定是否強制布蕾克交出她試圖避免的心理健康資料,或是讓這兩項情緒困擾的指控以有損或無損方式撤回。通常在涉及身心傷害的案件中,辯方有權取得原告的醫療紀錄,以釐清所主張的傷害根源與程度。而比較罕見的情況是,原告在過程中途放棄此類指控,因為訴訟初期即清楚需交出醫療紀錄是無可避免的程序。

兩人之間的紛擾不斷延伸,目前已涉及6起相關訴訟,進展迅速登上法院紀錄。巴爾多尼也正在和其前公關史蒂芬妮瓊斯互告,後者被指控洩漏導致本案爆發的簡訊記錄。

〔記者陳建志/台中報導〕台中一家工程公司去年9月承攬台中監獄外役監農場樹木修剪作業,不料爬上鐵皮屋頂鋸樹的陳姓員工,卻不慎踏穿採光罩,墜落約7.9公尺的地面,雖立刻送醫仍因頭部外傷併顱內出血、顱骨骨折不治死亡,勞檢單位事後調查,發現現場未設置安全網等防護設施,陳男身上也未使用安全帶、安全繩、安全帽,認定陳姓負責人未負起相關責任,台中地院審理後,考量已與陳男家屬達成和解,依過失致死判處有期徒刑5月,緩刑2年,併科3萬元罰金。

檢察官起訴指稱,陳姓負責人(63歲)所有的工程公司,2024年9月5日下午承攬台中監獄外役監農場樹木修剪作業,並指派陳姓男子到鐵皮屋頂鋸樹,卻未盡到雇主責任,規劃安全通道,在工作屋架上設置適當強度,且寬度在30公分以上的踏板,並於下方適當範圍裝設堅固格柵或安全網等防墜設施,也未提醒陳男確實使用安全帶、安全帽及其他必要的防護具。

導致陳男在毫無安全設施與裝備下,在高達7.9公尺的屋頂上進行樹木修剪作業,卻因踏穿採光罩墜落地面,造成頭部外傷併顱內出血、顱骨骨折傷重不治而死亡。

台中監獄總務科林姓管理員表示,當時聽到「蹦」一聲,趕緊請外獄分監的同事拿鑰匙開門,發現墜落的陳男半坐半躺於地面,當下陳姓負責人叫陳男時他尚有回應,直至送上救護車時也還有回應。

台中市政府勞動檢查處到場勘查,發現現場未規劃安全通道,並於屋架上設置適當強度,且寬度在30公分以上的踏板,並於下方適當範圍裝設堅固格柵或安全網等防墜設施,陳男施工時也未確實使用安全帶及其他必要的防護具。

台中地院審理時,陳姓負責人坦承疏失,法官考量已與死亡的陳男家人達成和解,依過失致死判處有期徒刑5月,緩刑2年,併科3萬元罰金。

76歲翁駕車自撞新北中安大橋 送醫搶救不治

(中央社記者趙敏雅新北4日電)新北市一名76歲黃姓老翁今天凌晨駕車行經新店區新北環快道路往中安橋上橋處,自撞中安大橋橋墩,送醫搶救後不治。警方表示,初判疑為未注意車前狀況,詳細肇事原因待釐清。

新北市政府警察局新店分局以訊息說明,凌晨3時14分獲報,新北環快道路往中安橋上橋處發生車禍,警消到場發現,76歲黃姓駕駛不明原因自撞中安大橋橋墩,已失去意識,傷勢嚴重,緊急送醫搶救,黃姓老翁於凌晨4時22分宣告不治。

中央大學大氣科學系兼任副教授吳德榮今天在氣象應用推廣基金會的「洩天機教室」專欄表示, 最新歐洲模式模擬顯示,今天梅雨季第5波鋒面影響,有局部陣雨或雷雨,慎防「劇烈天氣」,如雷擊、強風、瞬間強降雨等發生;北台灣轉涼。

An elderly man who was racially abused before being fatally attacked had told police he witnessed an assault on another Asian man yards from his home two weeks earlier, the BBC has found. Bhim Kohli had been walking his dog in a park in Leicestershire in September when he was punched and kicked by a 14-year-old boy while a girl, 12, filmed the attack. The BBC has learnt that Mr Kohli spoke to officers in August after he saw two white boys aged 12 and 13 racially abuse a man and throw a large rock at him near the same park where the 80-year-old encountered his own attackers. Leicestershire Police said "organisational learning" to improve logging anti-social behaviour had been identified.

Mr Kohli died the day after the "intense attack" against him in Franklin Park, Braunstone Town near Leicester, for which the boy and girl, now aged 15 and 13 respectively, were both convicted of manslaughter. They are due to be sentenced on Thursday. Another eyewitness to the attack in August, Linda Haigh, said she warned police about racially motivated problems in the area before Mr Kohli died, and believes he would still be alive had they taken her more seriously.

The victim, who wishes to remain anonymous, was walking to Franklin Park on 17 August when he was targeted by the two boys, who were not involved in Mr Kohli's death. He told the BBC: "One of the boys started picking up stones and throwing them at me... and then the same boy picked up a quite a large rock from the front garden of one of the houses there, and tried to throw it at me." The man, aged in his 40s, said they shouted at him to "go back to your village". "It was a throwback to back to the 80s, when it was quite commonplace to be racially abused," he said. "I was shocked that this kind of behaviour was still around society. "I've not been in that situation for a long time, maybe 40 years."

It was when one of the boys picked up a wooden fence post and tried to hit the man with it that others - including Mr Kohli and his daughter Susan, and their neighbour Ms Haigh - intervened, according to the man. He said he was shocked by the "kind of behaviour from such a young age group". "The racist language, the violence used as well... they were trying to physically hurt me," he added. "The anger, but more just the vitriol of the whole thing." Police were called but the pair were not arrested until three days after the death of Mr Kohli, according to the man. He believes a greater police presence in the area following the assault could have prevented the attack on Mr Kohli two weeks later. "They should have really looked at putting more presence there, more officers, maybe mobile police cars driving around," he said. "They could have deterred them. It's obviously very tragic."

During the trial of Mr Kohli's killers, the court was told about an occasion "a week or two" before his death when the girl convicted of his manslaughter was present while other children threw apples at him. The jury was also shown a video she had filmed on her phone of another Asian man having a water balloon thrown at him and being racially abused. The BBC has also been told it was reported to police that in July Mr Kohli had stones thrown at him, was spat at and had been racially abused by a group of children after he told them to get off his neighbour's garage roof. Ch Supt Jonathan Starbuck, of Leicestershire Police, said: "Prior to Mr Kohli's death, police were aware of two reports of anti-social behaviour involving youths in the Franklin Park area which were being investigated. "Partnership work in the area following Mr Kohli's death did identify further incidents which had not been reported." He added an investigation conducted by the force, reviewed by the Independent Office for Police Conduct, did not identify any "misconduct or missed opportunities which could have prevented Mr Kohli's death".

The attacks have left the victim of the August assault fearful for his safety and that of his elderly parents, who also live in the area. His father, like Mr Kohli, likes to go for a walk, but since being targeted, he tells him not to, especially in the dark, he told the BBC. "Even my nephews... you worry about them as well because you just don't know. It's just become more violent," he said. The two boys involved in the August assault appeared in youth court in Leicester in December charged with racially or religiously aggravated common assault. They admitted the offences but were later dealt with out of court by way of a deferred youth caution following a referral to the youth justice panel for an out-of-court disposal. The process aims to divert young people away from the criminal justice system where possible, the Crown Prosecution Service said.

Ms Haigh, who was friends with Mr Kohli for more than 20 years, told the BBC she called police when she saw the two boys involved in the August assault pick up the boulder from outside her neighbour's house and throw it at the man. She said she was aware of similar attacks by young people happening last summer in Braunstone Town and told police it needed to be "nipped in the bud". "I don't think it was taken serious enough," she said. "I think they should have acted on it. I feel that we've been totally let down." Ch Supt Starbuck said: "We continue to monitor the area of Franklin Park and have engaged with the community through a local survey, drop-in centres, engagement with local schools, youth work and proactive policing patrols."

The Metropolitan Police says Londoners "will be as outraged as we are at the utter waste of public funds" after a disciplinary process for one of its senior officers took almost five years. Cdr Julian Bennett has been dismissed from the force for a second time following a misconduct hearing. He had been suspended from duty since July 2020 after he refused to provide a sample for a drugs test. He was initially dismissed in October 2023 but he appealed to the Police Appeals Tribunal (PAT) which ordered a new hearing on the basis the panel had ruled on allegations they were not asked to. Mr Bennett was suspended on full pay during the whole process.

On Tuesday the second panel found the allegation proven against Mr Bennett at the level of gross misconduct. Assistant Commissioner Matt Twist said the former senior officer "knew full well what was required of him, yet he made a choice not to cooperate".

'A simple matter'

"I am enormously concerned that almost five years since this incident happened we have only now been able to dismiss Cdr Bennett," added Assistant Commissioner Twist. "This should have been a simple matter. Cdr Bennett has never disputed he refused a lawful order to take a drugs test." He said greater use by the Met of accelerated misconduct hearings to fast-track cases where the evidence is "irrefutable" would allow the force to dismiss officers "far more quickly". "I am confident a situation like Cdr Bennett's prolonged case would not happen again," he added. The original disciplinary panel rejected a claim by Mr Bennett's former flatmate Sheila Gomes that he had used cannabis daily before breakfast. But it found that he had breached professional standards when he refused to do a drugs test.

Two further allegations at the first panel - that between 2019 and 2020, while off duty, he had smoked cannabis, and that he gave an untrue explanation for why he refused to take the drugs test - were not proven. He told the first panel he had been taking CBD (cannabidiol) to treat facial palsy and was worried the sample would come up positive for an innocent reason. Mr Bennett - who wrote a Met drugs strategy in 2017 - was found in 2023 to have breached force standards for honesty and integrity, orders and instructions and discreditable conduct and was sacked. His lawyers successfully argued that while he had always admitted refusing to provide a sample, the panel found him guilty of a lack of integrity that he had not been charged with. Following the PAT's decision to revoke the dismissal, the Met considered a legal challenge by way of a judicial review but decided that Mr Bennett should face a fresh misconduct hearing. Following the misconduct panel's decision and his subsequent dismissal, Mr Bennett will be added to the College of Policing's barred list. Those appearing on the list cannot be employed by police and a number of police-related bodies.

On Sunday, a group gathered in Boulder, Colorado, to raise awareness for hostages held in Gaza was attacked, leaving 12 people injured. The suspect, Mohammed Sabry Soliman, accused of throwing incendiary devices at them, allegedly planned the attack for a year, and told police he wanted to "kill all Zionist people," according to court documents. It was the latest in a string of attacks against Jewish people and institutions, ratcheting up anxiety among those in North America's Jewish community who see these incidents as signs of growing antisemitism in the US. The Boulder attack occurred just weeks after a suspect shot and killed a couple outside the Capitol Jewish Museum in Washington, DC. They were later identified as employees of the Israeli embassy who had been attending an event at the museum. In April, the official residence of Pennsylvania governor Josh Shapiro was set on fire, just hours after the Jewish lawmaker celebrated the first night of Passover. "Jews are feeling the impact and are more afraid than they were two weeks ago, or that fears that existed in some communities a few weeks ago are more heightened," said Adina Vogel Ayalon of J Street, a pro-Israel advocacy group that's critical of the war and has called for a ceasefire in Gaza. "These types of hate crimes are not distinguishing between where you fall on the political spectrum about the war" between Israel and Hamas, Ms Ayalon said. "And that is something very unsettling."

Israel has faced sustained international criticism over its military actions in Gaza, which it undertook after Hamas attacked the country on 7 October 2023, killing about 1,200 people - mostly civilians - and taking 251 hostages. Over 50,000 people have been killed in Gaza since the start of the war, according to the territory's Hamas-run health ministry. The statistics do not distinguish between civilians and Hamas fighters, and the BBC and other international media organisations are blocked by Israel from entering Gaza to verify. But a United Nations report that assessed Gazan deaths during a six-month period found nearly 70% of verified victims were women and children. Throughout the conflict, human rights experts have raised the alarm of widespread hunger, disease, and displacement within Gaza. The war also has become a divisive political issue in the US. Pro-Palestinian protests across university campuses and in major cities have ignited greater debates over education and free speech. There are religious, generational, and partisan divides within the American Jewish community about support for Israel and the question of Palestinian statehood. But the attacks in Boulder and Washington DC, struck a broader nerve because they crossed a "clear red line between legitimate free speech and political violence," Ms Ayalon said. Boulder's attack has drawn condemnation outside the Jewish community. "Acts of antisemitism have no place in our society," the Muslim Public Affairs Council condemned the Boulder attack in a statement. "This violent assault is not only an attack on a specific community but a direct threat to the values of pluralism, dignity, and safety for all people of faith. As Muslims, our faith calls us to speak out against injustice and to uphold the sanctity of every human life." The group targeted in Boulder, Run For Their Lives, holds weekly meetings and marches across the country to call for the release of the remaining hostages taken to Gaza. "The premise of the group is to peacefully raise awareness of the hostages. We're apolitical, we're not protesting anything," said global coordinator Shira Weiss. Many of the group's members are Jewish and support Israel, but those are not requirements for participation. "We get people from all walks of life - who vote Republican, Independent, Democrat, who support the Israeli government, or don't support the Israeli government," Ms Weiss said. Safety has always been a top priority for group chapters, she said, but they "never thought such a violent attack would happen." Jewish communities and institutions across the US have long required security, but many bolstered their defences after a shooter espousing right-wing antisemitic conspiracy theories murdered 11 worshippers at a Pittsburgh, Pennsylvania synagogue in 2018. The following April, another shooter attacked a synagogue in Poway, California, killing one person and injuring three others.

The Daily Telegraph's headline reads "Trump attacks BBC over Hamas coverage" after White House Press Secretary Karoline Leavitt said the BBC corrected and took down a story about an incident near an aid distribution centre in Gaza on Sunday. The BBC said the claim was "completely wrong", saying it "did not remove any story and we stand by our journalism".

The chief suspect in the disappearance of Madeleine McCann said he was "looking forward to a nice steak and a beer" when released from jail according, reports the Daily Star. The story is based on comments Christian Brückner made in an interview with German broadcast RTL. He currently serving a sentence for rape in 2005, and could be released within a year.

Trailblazing author Bernardine Evaristo has said she is "astonished" to have been honoured with a one-off outstanding contribution award to mark the 30th anniversary of the Women's Prize for Fiction. Evaristo, who was the first black woman to win the prestigious Booker Prize when the award was shared with Margaret Atwood in 2019, told the BBC: "This [prize] wasn't on anyone's radar... I feel very blessed." The accolade is in honour of her career's work - which includes her Booker-winning novel Girl, Woman, Other - and her long-running advocacy for inclusion and diversity in the arts. Evaristo will receive £100,000 prize money and a sculpture.

Both will be presented on 12 June at a ceremony in London, where the winners of the 2025 Women's Prizes for Fiction and Non-Fiction will also be announced. Evaristo said she would put the prize money into a project to support other women writers, and will give more details in the autumn. "I'm not doing it because I'm a multi-millionaire," she joked. "It just feels right to put back in. We should support each other." The writer said it was "incredibly validating" that her advocacy work had been recognised by the Women's Prize body. "Women's fiction was in a very bad place when it [the Prize charity] began. Every year it's shone a light... and helped to amplify women's voices."

Evaristo co-founded Britain's first black women's theatre company, Theatre of Black Women, which ran from 1982 to 1988. She also set up the Spread the Word writers' development agency, the Complete Works mentoring scheme for poets of colour, and the Brunel International African Poetry Prize, among other projects. She was made an MBE in 2009 for services to literature. The 66-year-old said she began her activism work in the 1980s "simply because there was a need for it". "At that time, it's not something I saw as separate to my creativity. I did it because I knew I wanted to take responsibility, to be the change I wanted to see. I did it because it needed to be done." It's important not to rest on your laurels because "if we don't keep up momentum, the status quo might close in on itself again", she said. "It's not something where we can say 'We've achieved this, we can drop it'." She said there was a current "backlash against freedoms women had earned over a century". "There is always the risk of a backlash."

She wouldn't be drawn on her next writing project because "it's not wise to announce things prematurely", but she said she still has time to juggle both her writing and her activism work. "I've been here a long time... I've had a long time to get things done! My main focus is my writing. I'm a writer who has to juggle lots of things... to create tensions. That's how I work. "I'm good at compartmentalising. But I do work all the time. My husband and I have been together 18 years and we went on our first holiday three years ago!" But she said that's because "I enjoy what I do". "I work weekends, there's no distinction between weekdays and the weekend. I don't need to drag myself away from what I do. It's positive energy."

The Women's Prize Trust says it aims to celebrate and amplify women's voices; open up writing as a viable career for women from all backgrounds; and promote original work. The judging panel for the contribution award included critic and writer Bonnie Greer, broadcaster Vick Hope, and author Kate Mosse. Mosse said in statement: "Bernardine Evaristo's beautiful, ambitious and inventive body of work, her dazzling skill and imagination, and her courage to take risks and offer readers a pathway into diverse and multifarious worlds over a 40-year career, made her the ideal recipient. "Significantly, Evaristo has consistently used her own magnificent achievements and exceptional talent as a springboard to create opportunities for others, to promote unheard and under-heard women's voices and to ensure that every female writer feels she has a conduit for her talent."

The sprawling city of Chongqing in southwestern China is an incredible sight. Built on mountainous terrain and crisscrossed by rivers, it is connected by vast elevated roads. Trains even run through some buildings. TikTokers have begun documenting their commutes in the striking urban architecture, generating millions of likes and much hype. But it is also where, on a somewhat quieter trip, mayors and their deputies from the UK recently visited - the largest British civic delegation to visit the country in modern history. The whole trip, which took place in March, received substantial Chinese media coverage, despite flying more under the radar in the UK. The impression it left on some of the politicians who travelled there was vast. "[The city is] what happens if you take the planning department and just say 'yes' to everything," reflects Howard Dawber, deputy London mayor for business. "It's just amazing."

The group travelled to southern Chinese cities, spoke to Chinese mayors and met Chinese tech giants. So impressed was one deputy mayor that, on returning home, they bought a mobile phone from Chinese brand Honor (a stark contrast from the days the UK banned Huawei technology from its 5G networks, just a few years ago). Roughly half-a-dozen deals were signed on the back of the trip. The West Midlands, for example, agreed to establish a new UK headquarters in Birmingham for Chinese energy company EcoFlow. But the visit was as much about diplomacy as it was trade, says East Midlands deputy mayor Nadine Peatfield, who attended. "There was a real hunger and appetite to rekindle those relationships."

To some, it was reminiscent of the "golden era" of UK-China relations, a time when then-Prime Minister David Cameron and Chinese President Xi Jinping shared a basket of fish and chips and a pint. Those days have long felt far away. Political ties with China deteriorated under former UK Conservative Prime Ministers Boris Johnson, Rishi Sunak and Liz Truss. The last UK prime minister to visit China was Theresa May, in 2018. But the recent delegation - and the talk of Sir Keir Starmer possibly visiting China later this year - suggests a turning point in relations. But to what greater intent?

A 'grown up' approach

The course correction seemed to begin with the closed-door meeting between Sir Keir and Chinese President Xi in Brazil last November. The prime minister signalled that Britain would look to cooperate with China on climate change and business. Since then, Labour's cautious pursuit of China has primarily focused on the potential financial upsides. In January, Chancellor Rachel Reeves co-chaired the first UK-China economic summit since 2019, in Beijing. Defending her trip, she said: "Choosing not to engage with China is no choice at all." Reeves claimed re-engagement with China could boost the UK economy by £1bn, with agreements worth £600m to the UK over the next five years — partially achieved through lifting barriers that restrict exports to China.

Soon after, Energy Secretary Ed Miliband resumed formal climate talks with China. Miliband said it would be "negligence" to future generations not to have dialogue with the country, given it is the world's biggest carbon emitter. Labour simply describes its approach as "grown-up". But it all appears to be a marked shift from the last decade of UK-China relations. During the so-called "golden era", from 2010, the UK's policy towards China was dominated by the Treasury, focusing on economic opportunities and appearing to cast almost all other issues, including human rights or security, aside. By September 2023, however, Rishi Sunak said he was "acutely aware of the particular threat to our open and democratic way of life" posed by China.

'The world will become more Chinese'

Labour claimed in its manifesto that it would bring a "long-term and strategic approach". China has a near monopoly on extracting and refining rare earth minerals, which are critical to manufacturing many high-tech and green products. For example, car batteries are often reliant on lithium, while indium is a rare metal used for touch screens. This makes China a vital link in global supply chains. "China's influence is likely to continue to grow substantially globally, especially with the US starting to turn inwards," says Dr William Matthews, a China specialist at Chatham House think tank.

"The world will become more Chinese, and whilst that is difficult for any Western government, there needs to be sensible engagement from the get-go." Andrew Cainey, a director of the UK National Committee on China, an educational non-profit organisation, says: "China has changed a lot since the Covid-19 pandemic. To have elected officials not having seen it, it's a no brainer for them to get back on the ground". Certainly many in the UK's China-watching community believe that contact is an essential condition to gain a clearer-eyed view of the opportunities posed by China, but also the challenges.

Questions around national security

The opportunities, some experts say, are largely economic, climate and education-related. Or as Kerry Brown, Professor of Chinese Studies at King's College London, puts it: "China is producing information, analysis and ways of doing things that we can learn from". He points to the intellectual, technological, AI, and life sciences opportunities. Not engaging with China would be to ignore the realities of geopolitics in the 21st century, in Dr Matthew's view, given that it is the world's second largest economy. However he also believes that engagement comes with certain risks. But Charles Parton, who spent 22 years of his diplomatic career working in or on China, raises questions about the UK's economic and national security. For example, the government is reportedly weighing up proposals for a Chinese company to supply wind turbines for an offshore windfarm in the North Sea. Mr Parton warns against allowing China access to the national grid: "It wouldn't be difficult in a time of high tension to say, 'by the way, we can turn off all your wind farms'". But earlier this year, the China Chamber of Commerce to the EU issued a statement expressing concern over the "politicisation" of deals between wind developers in Europe and Chinese turbine suppliers.

James Sullivan, director of Cyber and Tech at defence think tank Rusi, notes there are also some questions around cyberspace. "China's activities in cyberspace appear to be more strategically and politically focused compared to previous opportunistic activities," he says. As for defence, the UK's recently published defence review describes China as a "sophisticated and persistent challenge", with Chinese technology and its proliferation to other countries "already a leading challenge for the UK". Ken McCallum, MI5 director general, meanwhile, has previously warned of a sustained campaign on an "epic scale" of Chinese espionage abroad. But Prof Brown pushes back on some concerns about espionage, saying some media narratives about this are a "fairytale". Beijing has always dismissed accusations of espionage as attempts to "smear" China.

Is the UK really a 'compliant servant'?

Sir Keir and his team will no doubt be closely monitoring how this is all viewed by Washington DC. Last month, President Donald Trump's trade advisor Peter Navarro described Britain as "an all too compliant servant of Communist China", urging the UK against deepening economic ties. "When it comes to foreign policy towards China, America's influence on policy will be quite substantive compared with say continental Europe," says Dr Yu Jie of China Foresight at LSE IDEAS think tank. Most analysts I speak to in both the UK and China are still clear on the need for the two countries to get back in the same room, even if they differ on where to draw the line: in which areas should Westminster cooperate and where should it stay clear. These red lines have not yet been drawn, and experts say that without some kind of playbook, it is difficult for businesses and elected officials to know how to engage.

"You can only keep firefighting specific issues for so long without developing a systematic plan," warns Mr Cainey. Certain thorny issues have arisen, including Chinese investments in the UK. For example in April when the government seized control of British Steel from its former Chinese owner Jingye, to prevent it from being closed down, Business Secretary Jonathan Reynolds admitted that he would "look at a Chinese firm in a different way" when considering investment in the UK steel industry. China's foreign ministry spokesperson, Lin Jian, warned that Labour should avoid "linking it to security issues, so as not to impact the confidence of Chinese enterprises in going to the UK". After Starmer met Xi last year, he said the government's approach would be "rooted in the national interests of the UK", but acknowledged areas of disagreement with China, including on human rights, Taiwan and Russia's war in Ukraine. Securing the release of pro-democracy activist and British citizen Jimmy Lai from a Hong Kong prison is, he has said, a "priority" for the government.

'Go with your eyes open'

Labour's manifesto broadly pledged: "We will cooperate where we can, compete where we need to, and challenge where we must." What is still lacking, however, is the fine print. Asked about the British government's longer-term strategy, Mr Parton replied: "No.10 doesn't have a strategy." He tells me he has some specific advice: "Go with your eyes open," he says. "But have a clear idea of what needs protecting, and a willingness to take some short-term financial hits to protect long-term national security." Labour has suggested that some clarity on their approach will be provided through the delayed China "audit", a cross-government exercise launched last year, which will review the UK's relations with China. The audit is due to be published this month, but many doubt that it will resolve matters.

"If we see a visit from Starmer to Beijing, that will be an indication that the two sides have actually agreed with something, and that they would like to change and improve their bilateral relationship," says Dr Yu. But many people in Westminster remain China-sceptic. And even if the audit helps Britain better define what it wants out of its relationship with China, the question remains, do MPs and businesses have the China-related expertise to get the best out of it? According to Ruby Osman, China analyst at the Tony Blair Institute, there is an urgent need to build the UK's China capabilities in a more holistic way, focusing on diversifying the UK's points of contact with China. "If we want to be in a position where we are not just listening to what Beijing and Washington want, there needs to be investment in the talent pipeline coming into government, but also think tanks and businesses who work with China," she argues. And if that's the case, then irrespective of whether closer ties with China is viewed as a security threat, an economic opportunity, or something in between, the UK might be in a better position to engage with the country.

US actor Jonathan Joss, known for his roles in King of the Hill and Parks and Recreation, has died aged 59. Joss was shot dead, in what his husband called a homophobic hate crime, although police in Texas say there is no evidence of this. Joss's broad career spanned different genres and platforms, appearing in films, sitcoms, animations, stage productions and more. He has been credited with increasing representation of Native Americans on screen. Here are three of the notable performances he will be remembered for.

John Redcorn in King of the Hill

In the animated sitcom King of the Hill, Goss voiced the character of John Redcorn, a Native American "licensed New Age healer" from season two onwards. The sitcom centres around the Hill family and is set in the fictional town of Arlen, in suburban Texas. For the first four seasons, Redcorn is having an affair with Hank Hill's neighbour, Nancy Gribble. Nancy's husband Dale is oblivious. While a flawed character, Redcorn is known for his kindness and calm persona, and for championing his Native American heritage. In season four, during perhaps his most notable storyline, Redcorn reveals an ongoing battle between his tribe and the Bureau of Indian Affairs, saying he hoped to regain Native American land from the government. Considering Redcorn a "true friend", Dale decides to help him with the lawsuit filed against the government, by introducing him to the Freedom of Information Act. Redcorn then permanently ends his14-year affair with Nancy, out of respect for Dale. The affair is not revealed to Dale and he happily heads home with Nancy.

Author Dustin Tahmahkera once described Redcorn as "arguably the most developed and complex indigenous character in US sitcom history, thanks in critical part... to the on-and-offscreen work of Joss". In his 2014 book Tribal Television, which considered the representation of Native Americans in sitcoms, Tahmahkera added that the portrayal "attempted to break through a largely unkind and unflattering history of representations of the indigenous". But the fact that Redcorn was the "most human and multidimensional" Native American on screen was "a disheartening and stark reminder of the history of indigenous representations in network television", Tahmahkera pointed out. King of the Hill originally aired from 1997 to 2010. The sitcom is set to return in August with the characters aged and living a new part of their lives.

Chief Ken Hotate in Parks and Recreation

Joss's onscreen role as Native American tribe leader Chief Ken Hotate was a fan favourite in this live-action sitcom. The Chief's sharp dress sense matched his comedic wit, and he was often seen teasing the core characters as they struggled to tell if his straight-faced comments were deadly serious or a complete joke. Chief Hotate often met Leslie Knope, deputy director of the Parks and Recreation department for the fictional city of Pawnee, to discuss use of the land. He would often use stereotypes associated with Native Americans to his advantage, for example when opposing a festival organised on an ancient burial site by saying he hoped his ancestors "don't put a curse" on the event. White people are "terrified of curses", he explained to the camera in a tongue-in-cheek aside. As with King of the Hill, Joss's character was dedicated to defending tribal ancestry, and would often highlight injustices faced by his community. Parks and Recs creators used Joss's character with a "really witty kind of self awareness", said Samantha Sheppard, associate professor of cinema and media studies at Cornell University. "Parks and Rec loved to kind of reckon with the fact that despite the very good intentioned and warm-hearted, generous public servant that was Leslie Knope, and the folks who worked for the city, that the city still existed on indigenous land, and therefore had to account for those violences and that history," Prof Sheppard told the BBC. His role made light of the sensitive issues in a way that made the difficult topic of America's ugly history with indigenous groups more "accessible", Prof Sheppard said. "There was this kind of cheeky awareness of stereotypical representations of Native Americans on screen," she said, referring to the dichotomy of Chief Hotate also being a casino owner. "I think it did pave the way for, like, other kinds of indigenous storytelling to happen."
