日前潛艦司令淡大視訊演講 將對台國造潛艦提建言

國造潛艦原型艦海鯤艦正進行海上測試,後續的測試過程受矚目。日本海上自衛隊退役將領、前潛水艦隊司令官矢野一樹7月7日將透過視訊在台灣發表演講,盼讓台灣各界認識潛艦在抑止戰爭爆發所扮演的角色,也為台灣國造潛艦的後續運用提供建言。

淡江大學日本政經研究碩士班教授蔡錫勲今天告訴中央社記者,矢野一樹7月7日將以「對中抑止戰略上的潛艦重要性」為題,以英文透過視訊方式演講,屆時於淡江大學校內公開轉播。

矢野一樹出生於1955年,畢業於日本防衛大學校,曾經赴美國國家戰爭學院進修,曾在潛艦上服役約8年餘,1995年至1997年擔任海上自衛隊潛艦「冬潮號」的艦長,2011年至2013年擔任海上自衛隊潛水艦隊司令官,2013年以海將(3星)階級退役。

蔡錫勲表示,日本海上自衛隊所使用的潛艦與海鯤艦一樣,都是常規動力潛艦,而海上自衛隊經過數十年來的發展,在建造與運用潛艦部隊已累積相當多的成果,因此近期透過契機邀請矢野一樹以視訊演講的方式,向聽眾介紹日本如何透過潛艦部隊對中國海軍進行抑止戰略,使中國不易輕啟戰端。

蔡錫勲說明,矢野一樹退役後曾擔任三菱重工的顧問,三菱重工與川崎重工為日本2家主要製造潛艦的公司,因此矢野一樹除了在潛艦的作戰運用有所經驗,對於建造層面也有相當程度的熟稔。

矢野一樹透過蔡錫勲轉述表示,希望透過演講讓台灣各界瞭解日本發展潛艦部隊的歷程,潛艦在現代戰爭中所扮演的角色,還有潛艦的存在如何能抑止戰爭爆發,以及為台灣國造潛艦後續艦的建造、後續作戰運用提出建言。

台泥「和平水泥廠」重做環評爭議 最高行政法院發回更審

〔記者楊國文/台北報導〕財團法人地球公民基金會,要求台泥公司設置和平水泥廠,應進行完整的環境影響評估,及台泥應停止開發行為,並提起行政訴訟。台北高等行政法院判決駁回;全案上訴,最高行政法院認為,北高行判決理由不備、矛盾,廢棄發回北高行更審。

最高行政法院認為,原住民族土地或部落範圍土地劃設辦法(劃設辦法)第3條第2款將「原住民族傳統領域土地」的定義限於「公有土地」,違反法律保留原則。台北高等行政法院據以認定該開發計畫,不必踐行原住民族基本法第21條第1項的諮商同意程序,有適用法規不當的違法。

另外,台泥公司將原經核准預定設置的第3座旋窯系統,變更為設置再生資源利用中心,並協同既有的旋窯系統,分先後二階段焚燒(氣化)花蓮地區每日約200噸的廢棄物,作為生產水泥的替代燃料及替代原料,本質上就是一種新型態廢棄物焚化廠的一部分。台北高等行政法院認定,該開發計畫並非坐落於環境影響評估法施行細則第38條第1款第2款所定的保護區,且不符合開發行為應實施環境影響評估細目,及範圍認定標準第28條第1項第5款、第8款的要件,不必重辦環評,也有判決不備理由、理由矛盾及適用法規不當的違誤,因此廢棄發回北高行更審。

判決指出,台泥公司是花蓮「和平水泥廠計畫案」的開發單位,前經環境部審查後,作成「有條件通過」該開發行為環說書的環評審查結論,台泥所提第1次、第2次及第3次環差報告,亦分別經過環境部及花蓮縣政府審查通過。

後來,台泥為辦理興建台泥DAKA再生資源利用中心,與既有的水泥旋窯協同處理一般垃圾、及一般事業廢棄物與開放工廠計畫等內容,2019年10月7日提送第4次環差報告,經花蓮縣政府於2020年11月18日以原處分通知台泥審查通過,地球公民基金會等6人不服,提起行政訴訟,要求環境部、花蓮縣政府應作成命台泥就「和平水泥廠計劃環說書第4次環差報告案」重新實施環境影響評估報告。

台北高等行政法院審理後,判決地球公民基金會敗訴。全案上訴最高行政法院。

〔記者陳昀/台北報導〕賴清德總統今天接見日本前經濟安全保障擔當大臣小林鷹之眾議員,期盼整合民主陣營優勢,共同打造具韌性與可信賴的「非紅供應鏈」。小林表示,台日之間的厚重情誼也包含戰略層面,日本的重要戰略就是絕對不能讓台灣孤立,此行也希望就台灣打造「非紅供應鏈」的具體行動進一步交流。

賴清德表示,歡迎小林鷹之眾議員時隔7年再度來台訪問,小林長期關注經濟安全保障、科技創新以及太空政策等領域,去年在自民黨總裁選舉,初試啼聲便一鳴驚人,可說是日本政壇極具影響力的明日之星,此行以實際行動展現對台灣的支持,別具意義。

賴清德指出,台灣和日本同屬第一島鏈關鍵防線,感謝日本歷任首相包括安倍晉三前首相、菅義偉前首相、岸田文雄前首相以及現任石破茂首相,多次在重要國際場合強調台海和平穩定的重要性,表達反對以武力或脅迫手段片面改變台海現狀。期盼台日雙方可以在促進印太和平繁榮的各個面向,進行更多合作交流。

賴清德表示,近年來中國積極擴張「紅色供應鏈」,威脅全球自由貿易體系與先進技術市場,台灣希望整合民主陣營的優勢,共同打造具韌性與可信賴的「非紅供應鏈」。他說,以半導體產業為例,台灣具備卓越先進製造能力,日本則在材料、設備與關鍵技術領域占有一席之地,相信以台日合作經驗為基礎,將可以串聯民主國家產業鏈,確保全球經濟韌性與永續發展。

賴清德也期盼台灣和日本加速洽簽「經濟夥伴協定」,深化雙邊貿易及投資交流合作,同時希望日本持續支持台灣加入「跨太平洋夥伴全面進步協定」,加深彼此夥伴關係,不僅可以創造雙贏,更有助於區域經濟安全穩定,相信只要台日攜手合作,一定能夠因應威權主義的挑戰,為印太區域帶來繁榮發展。

小林表示,他最喜歡的字是「絆」(きずな),意思是「厚重情誼」,此次訪台的主要目的之一就是再次展現台日間的厚重情誼,台日雙方除有歷史的深厚淵源,在經濟、人員及情感交流等方面也是心靈相通的夥伴;此外,台日還有戰略層面的「厚重情誼」,日本的重要戰略就是絕對不能讓台灣孤立。

小林強調,台日雙方、甚至台日美三方的合作比以往更加重要,此次訪台的另一個主要目的,則是稍早總統提及的「非紅供應鏈」,他是日本首任經濟安全保障擔當大臣,也是自民黨經濟安全保障政策的現任負責人,深感經濟安全保障對國家利益至關重要,期待就台灣打造「非紅供應鏈」的具體行動進行進一步意見交流。

〔財經頻道/綜合報導〕現年34歲的紐約創業家喬許‧特納(Josh Turner)在23歲時一邊領取救濟金,一邊開始做副業,後來發展的副業讓他擁有了七位數的資產,他創立的襪子公司現在每年的收入超過100萬美元。

特納是「Stand4Socks」的創辦人,這家襪子公司每賣出一雙襪子,就會向有需要的人弱勢者捐贈一雙。這家公司已在英國、歐洲以及最近的烏克蘭分發超過75萬雙襪子。「Stand4Socks」現在每年的收入超過100萬美元。

特納在大學主修商科,當他職業生涯起步時,參加一個名為NEF(新創業基金會)的創業加速器計畫。他曾在一家大公司工作,但不到六個月後就被解雇。當時他靠救濟金尋找其他工作,靈機一動啟動了副業。他利用救濟金來創辦公司,他說:「當時我幾乎無家可歸,這是我的起點」。

特納在23歲親眼目睹網路的力量,當時他學習程式設計和建立網站;學習程式設計是他最難克服的商業挑戰之一。因為請不起平面設計師和任何外部專家。所以,他自學用Illustrator進行平面設計以及如何設計襪子,透過YouTube學習,而不是去上課程。

後來他存下福利金,用來參加大型展會,尋找生產襪子的工廠。去了巴黎、香港和土耳其參加展會,住青年旅舍,搭便宜的巴士。當時的Stand4 Socks仍是無名小卒,也還沒有工廠。他極力推銷自我品牌,試圖讓工廠相信有能力製造,就像先有雞還是先有蛋一樣。經過一番努力,最終找到一家願意相信他的工廠,直到現在仍然保持長期的合作關係。

特納的公司從2015年開始,進行與聯合國全球目標相關的捐贈。每賣出一隻襪子,公司就會種十棵樹;另一隻襪子則支持性別平等,並為阿富汗兒童提供教育。

2016年中期,特納開始將襪子捐給無家可歸者收容所。他表示,無家可歸的人每天步行10英里,沒有乾淨的襪子會導致非常嚴重的足部健康問題。目前。「Stand4Socks」的「買一送一」模式主要支持無家可歸的人,廣泛使用這種模式來幫助難民、烏克蘭人、貧困兒童、老年人等族群。

〔記者吳俊鋒/台南報導〕嘉南藥理大學化粧品應用與管理系的王書卉,參加首屆AIFA國際美學調香大賞動態組競賽,與來自亞洲各地逾60位好手同場較勁,巧妙融合16種精油,精彩呈現主題作品《我們》,脫穎而出,一舉奪得冠軍,為台灣爭光。

有志朝香水產業發展的王書卉,已是調香比賽的常勝軍,今年4月才在日本的「Monday Moon 香氛設計比賽」中,拿到審查員特別賞,這次的表現,更上層樓。

王書卉以包含茉莉幽香、丁香酚與龍涎酮....等16種精油完成主題創作,旨在傳達「自由、平等、博愛」的理念,獲得評審一致讚賞。

畢業於松山工農綜合高中科的王書卉,自大三修讀香料學課程後,就展現對香氣的高度敏銳與熱情,在副教授劉孟春的啟發與指導下,積極參與國內、外調香競賽,立志成為一名調香師。

而嘉藥另一學生陳晁嘉也拿到了季軍,她是在王書卉的鼓勵下踏入調香世界,首度參賽就獲獎,潛力十足。

經濟轉冷他們卻買更大?企業瘋搶「這些區域」真相曝光

川普2.0關稅政策衝擊全球金融秩序,企業面臨供應鏈重組與營運成本上升,避險情緒升溫。信義全球資產公司25日公布「關稅戰下商用不動產運用趨勢」問卷調查,有32%企業表態將提高商用不動產配置比重,顯示企業資金停泊需求迫切,將商用資產視為抗震關鍵。

此次調查於5月28日至6月6日進行,對象為上市櫃法人及高階主管。結果顯示,45%企業預期下半年景氣將轉弱,但僅有8%認為會因此調整不動產購置或處分計畫,反映出即便景氣轉冷,自用需求仍撐起穩定投資動能。

信義全球總經理林三智指出,企業正積極檢視資產結構、尋求配置多元化以分散風險。其中,願意加碼商用不動產的企業中,有44%傾向購置商辦或廠辦,顯示長期持有與保值性受重視。

他表示,隨著配置需求增加,企業更傾向委託專業團隊進行「資產健檢」,包括產品定位、使用效率與活化策略建議,以提升資產利用效率、強化財務穩健度。

統計也顯示,今年上半年上市櫃法人商用不動產交易金額達530億元,其中工業不動產交易金額達314億元,創下歷年次高紀錄,顯示市場在變局中仍保有強勁投資力道。

實際案例方面,包括和碩以28億元處分新店廠、再以56億元買進宏達電桃園廠;大宇紡織則以21億元取得台中廠房,並採售後回租模式簽下20年長約,創造33億元穩定租金收入,皆展現企業靈活調整資產、強化現金流的策略應變。

林三智呼籲,面對不確定的經濟局勢,企業應及早檢視資產配置與使用效率,進行全面盤點與策略調整,方能在震盪環境中維持韌性與競爭力。

中國廣東小欖鎮昨日晚上8點時,一名在工廠工作的年輕男子專注地滑手機,並等待升降梯準備運送拖板車,沒想到升降梯還沒到達樓層,盯著手機螢幕的年輕男子,就拉著拖板車踏入懸空空間,導致他連人帶車一同墜入電梯井,險象環生影片在網路瘋傳。

〔健康頻道/綜合報導〕國外一項研究顯示,學生在等待成績時所承受的壓力比發現考試不及格後所感受到的壓力更大,因此專家籲家有考生者在孩子等候結果期間,不宜將獎懲與成績結果綁在一起,如常陪伴才是最重要的。

國中會考的分發結果將於7月初揭曉,董氏基金會指出,根據澳洲墨爾本大學的學者在去年12月發表於《情緒(Emotion)》的研究指出,在以101名大學心理學系學生為研究對象,結果發現,等待成績公布的期間,學生的焦慮指數明顯高於成績公布後,即使成績不如預期,當下情緒反應反而較為平穩。

成大教育研究所教授董旭英指出,面對如會考、大學入學指定科目考試等關鍵性考試時,考生在等待結果期間的焦慮感確實會升高。焦慮程度與個人性格相關,傾向負面思考者當可掌握的資訊越少,焦慮感往往越強;有人會選擇降低期待,避免結果不如理想時產生過大的失落感。

他建議,教師可多輔導學生進行志願規劃安排,同時應加強傳遞一個重要觀念,那就是考試結果並非就此決定終身,未來仍有能力和機會扭轉局勢。鼓勵學生培養適宜的紓壓方式,練習正向思考。

董旭英提醒,正向思考並非忽視負面情況,需全面理解事件的正反兩面及其影響,進而引導自己從積極角度思考下一步行動。以段考為例:考得不理想時,應具體分析哪些科目需加強,未來如何規劃時間補足弱項。當能以更具解釋力、彈性且多元角度看待事情時,能轉變思考模式,有助於減緩焦慮。

董氏基金會心理衛生中心主任葉雅馨表示,等待成績結果會有焦慮緊張的感覺,代表著對這件事的在乎,不全然是壞事,若能接納當下的情緒,即便是負面的,當理解是因為自己在乎,情緒的影響力會隨之減弱。

她建議,可透過3個步驟練習接納情緒。

●覺察與辨識感受,釐清這份情緒是有明確原因,還是沒來由的。

●要充分體會這些感受的存在,就算是負面的情緒也不要壓抑或逃避。

●不要去批判情緒,理解這樣的感受是正常且合理的,避免將情緒擴大解讀,像是認為永遠都做不好、真的很糟糕…等,否則容易陷入更深的自我否定。

葉雅馨建議,在孩子等候結果期間,家長不宜將過多期待懲罰與成績結果綁在一起,例如一味強調如果考上就帶你去哪裡玩、成績好就買你想要的東西,無形中可能會放大他們對結果的焦慮,增加其情緒的波動。

葉雅馨提醒,最重要的是留意孩子的情緒狀態,適時引導他們轉移注意力,可一起去運動、逛街、吃美食、看電影,或主動詢問他想要做些什麼。即便是發呆、玩電動,可都給予他足夠的空間與自由。畢竟,等待結果期間及公布後可能會承受更多負面情緒,與其過度干預,不如依他所想要的,才是最好的陪伴方式。

工研院結合在地企業 智慧農機台南亮相

〔記者洪瑞琴/台南報導〕台南在地企業與工研院六甲院區研發智慧農機,包括智慧割草機器人、農用噴霧履帶載具、電動搬運履帶車、雞舍巡檢機器人,今(25日)在永華市政中心旁西拉雅廣場,展示台灣智慧農機發展實力。

賴清德總統發展智慧機器人產業的願景,行政院已拍板全國第1個機器人產業聚落選定在柳營科技工業區,市長黃偉哲率市府局處主管,聆聽在地業者解說,同時研討如何運用於市政,選定疏濬除草、廳舍巡檢、農舍消毒三項領域進行應用,希望在解決缺工問題的同時,也提升市府勤務執行效率。

現場體驗操作包括能遠端遙控的割草機器人、能載重達300公斤的搬運機器人、能噴水與藥的噴霧機器人,以及能以紅外線偵測生命體、辨識影像的機器人。這些機具可讓一些市政庶務省力省時,例如割草、除草、物品運送,甚至協助夜間警衛進行樓層巡檢等,都可利用遙控機器人。

養雞場的巡檢機器人,則可透過紅外線儀器偵測雞隻的溫度,來判斷雞瘟或死雞的情況。黃偉哲表示,可將類似技術應用在公共廳舍的維安,協助判別是否有可疑人士出入,確保民眾與市府員工安全,未來市府將與業者進一步合作與研討應用層面。

川介企業總經理吳介天說,公司本業是做鈑金與金屬加工,因受到疫情與關稅影響,所以接受工研院六甲院區輔導,轉型製造智慧農機,例如水霧履帶車,已經在大內區的木瓜田服役,原本老農必須揹著數10公斤的水桶進行噴灑,現在履帶車可載運200公斤以上的水桶,農友只需用遙控器就可在田間進行澆灌,不僅減輕肩上負擔,細緻的水霧也讓木瓜田產量提升,創造青年返鄉務農的誘因。

吳介天表示,在工研院輔導下,智慧農機相關零組件都以台南或本土產品為主,目前已進行到第3代的智慧農機開發,並在日本與台灣同步進行農業場域實證。

〔編譯盧永山/綜合報導〕中國政府為了拯救經濟,持續推動消費品以舊換新、大規模設備更新等補貼措施,但中國審技署近日發布報告指出,有企業利用漏洞,虛開發票騙取補貼,有學校濫報清單項目,竟也被批准通過。

中國媒體報導,中國政府是在2024年3月首次明定,將連續幾年發行超長期特別國債,2024年先發行人民幣1兆元(下同,新台幣4.1兆元),其中7000億元(新台幣2.87兆元)用於「國家重大戰略」和「重點領域安全保障能力」的建設(稱作「兩重政策」);同年7月擴大到「兩新政策」,即動用上述資金的其中3000億元(新台幣1.23兆元),用於支持「大規模設備更新」和「消費品以舊換新」。消費品以舊換新活動,即消費者在購買部分家電、汽車等特定產品時提供國家補貼。

但中國審計署6月24日發布「國務院關於2024年度中央預算執行和其他財政收支的審計工作報告」,報告揭露有少數企業涉及騙取國家補貼。例如,雲南有5家家電銷售企業利用審核部門不查核商品物流訊息等漏洞,通過安排員工及親友到店刷卡,但不交付實物,之後再全額返還現金,透過這樣的手法大量虛開發票、交易憑證,騙取家電以舊換新補貼171.21萬元(新台幣702萬元)。

多個地方在申領、分配和使用「兩重」和「兩新」資金方面不夠嚴謹。例如,廈門大學將體育館跑步機、槓鈴等價值169.61萬元(新台幣695萬元)的設備,納入「先進教學及科學設備」清單申報並獲准。

有些資金則有被虛列支出或挪用等問題。例如,有6省透過以撥代支等虛列支出83.08億元(新台幣340億元),4省將70.6億元(新台幣289億元)挪用於「三保」(保工資、保運轉、保基本民生)或其他項目支出。

諷刺的是,根據中國發給委5月初發布的新聞稿,今年第1季「兩新」政策帶動全國設備工器具購置投資年增19%,拉動社會消費品零售總額年增4.9%,並強調今年以來各地區各有關部門「用足用好」超長期特別國債資金,推動「兩新」加力範圍政策繼續奏效。

〔記者洪美秀/新竹報導〕新竹市舊城區信義街1棟5層樓透天厝今晚8點10分左右失火,消防局人員獲報到場確認冒竄出白煙燃燒樓層是2樓,火勢在近8點40分撲滅,5名待援住戶也陸續被救出,有輕微吸入性嗆傷,大多意識清楚,有人自行步行鄰近的南門醫院接受檢查;起火原因仍待調查釐清。

消防局指出,新竹市東區信義街72號1棟5層樓商業大樓1F是餐酒館、2F燒烤店、3F是房東住處、4、5F是南門醫院宿舍。晚間8點多,2樓燒烤店突冒出濃濃白煙,消防人員到灌救後,火勢很快就撲滅。

現場傳出5人逃到頂樓等待救援,消防局出動雲梯車陸續救出。5人多受到驚嚇,有輕微吸入性嗆傷,但意識清楚,身體也無大礙。

據了解,起火的是2樓燒烤店,當時約有8到10名客人用餐,竄出白煙後,店家快速疏散客人,沒有客人受傷,反而是住在3樓、4樓的住戶因濃濃白煙受到驚嚇,往屋頂跑。

〔記者陳鳳麗/南投報導〕南投罷免馬文君和游顥補件送件已3週,南投縣選委會明日才要審查,兩罷團推測有補件的罷區都會列在第2波投票日,在投票日期未公布前,宣傳將以懸掛「同意罷免」橫幅布條和加入罷團護國大遶境為主軸,目前橫幅布條不只掛陽台,連私人農園的樹上都有懸掛,饒富趣味,吸引不少目光。

新北市立委羅明才罷免案補件案,罷團昨日已送件,送件2040件,是要求補件數的3倍多,中選會已公布7月18日開會決定投票日期,也就是5個立委罷免補件案,連同已補送件3週的立委馬文君、游顥罷免案,應會列在同一波舉行投票。因為還有20多天才會決定投票日期,罷馬和罷游團隊的志工,本週有一部分支援中三罷免楊瓊瓔、中八江啟臣、竹二林思銘罷團,另有部分則照常排班到夜市舉牌宣傳同意罷免。

罷游領銜人林敬桐表示,因投票日期尚未決定,因此大型看板會等到中選會開會決定投票日後才會上架,而現在仍以懸掛「同意罷免」橫幅布條為主要宣傳,且為了確保布條不被拆除,廣徵支持者住家的陽台,而現在布條不只掛陽台,且草屯也出現在市區台派店家的門口、私人農地的樹上,相信未來會愈來愈多。

林敬桐也說,罷團護國大遶境7月初將從花蓮啟程,包括她在內很多罷團領銜人都會到場參加,而大遶境以順時鐘方向,從東到南,再到中部、北部,屆時南投兩個選區也在大遶境的路線,志工們近日就會開會討論,進入南投縣境內後,罷游和罷馬團隊如何號召支持者,為了愛家鄉愛國家出來遶境。

罷游志工幹部也透露,罷團護國大遶境進入南投縣境後,團隊應會加入歡樂和趣味元素,以白沙屯媽祖「香燈腳」的概念,廣邀支持的民眾,不只為宣傳同意罷免不適任立委而走,也一起為家鄉祈福而走。

台電第25屆瓩設計獎 黑琵、珊瑚巧思作品脫穎而出

(中央社記者曾智怡台北25日電)台電第25屆瓩設計獎結果今天出爐,台電表示,包括巧妙結合「飯匙鳥」概念的黑面琵鷺摺疊湯叉、以煤灰3D列印的絕美珊瑚夜燈等,共48件精選作品從全國近1200件投稿中脫穎而出,爭搶新台幣90萬元總獎金。

台電今天舉行第25屆瓩設計獎頒獎典禮,台電表示,本屆主題「電力生態共融-八大電廠十大明星物種」,鼓勵參賽者以「共尋、共生、共創」為創作核心,從位於森林、淺山、溪流、濕地到海洋等不同電力場域中發揮設計創意。

競賽項目包含「傳達設計」、「多媒體設計」與「創意品設計」三類,吸引近1200名設計人大展身手。

「傳達設計類」以資訊圖表徵件,鼓勵參賽者將電力專業變成好懂文宣,其中,社會組由陳澤民、賴秀妮合作的「電機運轉」獲首獎殊榮。

陳澤民表示,動筆設計時回想起路上台電人員搶修線路的身影,微小卻帶有極大力量,「電力小超人」角色便在他腦中浮現,並讓小超人們在巨大機器人裡守護珊瑚保育艙、澆灌荸薺,營造趣味感與生命力。

高雄師範大學蔡沛霓作品「水鳥大飯店」則將水鳥擬人化,透過旅途意象完整詮釋興達發電廠投入永安濕地保育的「前世今生」,更以水鳥「去度假」帶出濕地保育有成,奪大專院校組冠軍。

今年「創意品設計類」同樣充滿驚喜,台電指出,去年獲首獎的設計師潘妤亭本屆以「黑面琵鷺摺疊湯叉」參賽,巧妙將飯匙嘴型、繁殖羽設計成湯杓與叉子,使用起來就像黑琵在捕食,潘妤亭的細膩設計思維再次獲評審青睞,拿下第2名。

台電表示,本屆第1名由復興商工廣告設計科何君薇、楊景鈞、俞宣存、謝承廷、陳柏瀚共同創作的「煙囪香氛機」脫穎而出。

「多媒體設計類」由松山家商廣告設計科張沛穎、金鳳璽、沈百合、洪采聆、張珈瑄製作影片「台電x生態守護」贏得高中職組首獎,以環境實景結合手繪動畫,唯妙唯肖呈現各地電廠的生態特色,獲評審一致好評。

(中央社記者吳睿騏桃園機場25日電)昇恆昌免稅商店表示,歷時5年完成桃機二航廈管制區C區綜合免稅店ROT(修建-營運-移轉)招商案,將以「行銷台灣、接軌世界.精彩心動線」為國門注入嶄新能量。

昇恆昌免稅商店今天在桃園機場召開記者會,董事長江松樺指出,昇恆昌免稅商店零政府補助投入資金,歷時5年全面完成「桃園國際機場第二航廈管制區C區綜合免稅店ROT招商案」。

江松樺說,此案於2018年得標、2019年起執行,期間遭遇COVID-19(2019冠狀病毒疾病)疫情衝擊,但昇恆昌堅持不裁員、不減薪,兼顧服務品質與員工生計,克服施工困難於2025年完工。

他表示,昇恆昌以「行銷台灣、接軌世界.精彩心動線」為主題,打造包括博物館商店;透過自營、招商雙軌制導入米其林推薦餐廳美食;融合AI(人工智慧)互動、台灣在地文化等特色,翻新10間傳統候機室。

江松樺說,昇恆昌對推廣台灣文化更不遺餘力,以「人文」為本,提升旅客在免稅商店、餐飲及公共服務的三大體驗,將桃機打造為「文化型機場」,為台灣國門注入嶄新能量。

(中央社記者陳韻聿倫敦25日專電)英國外交大臣拉米24日在國會報告政府對中關係全面盤點(China audit)的重點結論,期間曾以「威脅」(threat)形容中國,引發外界揣測英國工黨政府是否「升級」對中警戒。

不過,拉米(David Lammy)在就對中盤點所發布的正式口頭聲明,是引用英國政府6月初發布、以國防事務為重點的「戰略防衛檢討」(SDR)對中國的定調,即中國是「複雜棘手且持久的挑戰」(a sophisticated and persistent challenge)。回應議員質詢時,拉米也多次引述這個「挑戰」定調,並敦促議員回頭閱讀、參考「戰略防衛檢討」對中國的闡述。

拉米在國會重申他之前已數次公開表達的立場,即中國及英中關係不適用簡單的理解框架,也無法僅用「一個詞」形容。他24日說,英國政府的對中盤點認可中國的全球角色「不適用簡單的刻板印象」,而任何期待就中國開立簡單處方的人,是「沒活在真實世界」。

拉米並再度批評前英國保守黨政府(2010至2024年)對中政策反覆無常、缺乏連貫一致性,且與中國的接觸往來不足。

他說,不與中國接觸往來根本不會是選項;中國的實力是無法迴避的事實。他指出,中國將繼續在促進英國「安全的(經濟)成長」扮演要角,但在過去10年,英國缺乏充分機制,以善用機會促進經濟成長、或者是保護英國免於風險。

拉米稱前保守黨籍首相特拉斯(Liz Truss)和蘇納克(Rishi Sunak)雖認定中國是「威脅」,卻未能相應擬定政策,反而是「把頭埋在沙子裡」。

應詢期間,拉米一度稱中國是複雜棘手且持久的「威脅」,但首相府已拒絕為此說法背書。

前英國保守黨政府在執政後期與北京關係趨於緊張時,官員發言提到中國,也有「挑戰」、「威脅」混用的情況。在官方正式文件方面,提到中國「威脅」多是在闡述中國對英國「經濟安全」構成威脅的脈絡下。

值得一提的是,英國政府將自7月1日實施外國影響力登記計畫(FIRS),但中國迄今未被列入「加強管控」等級,引發不少議論。目前僅俄羅斯、伊朗被列入FIRS的「加強管控」級別。

拉米24日在國會再次強調,在對中關係方面,英國可以在經貿投資成長和國家安全之間取得平衡,「安全的成長」是可行的。

為確保英國能兼顧國家安全和經濟利益,並增進對中國的理解與對中事務專業知識和能力,拉米宣布政府將挹注情報機關6億英鎊(約新台幣240億元)、加強應對跨境鎮壓(含強化對警方的訓練),甚至與中國在打擊非法金融活動和詐騙中心方面加強合作,包括情資交流。

此外,英國將持續制裁為俄羅斯對烏克蘭非法戰爭添力的中國實體。外交部等英國政府部會也將加強培訓華語文和中國事務人才,外交部將為相關工作投入更多預算。

從公開資訊判斷,整體而言,英國工黨政府此次對中盤點重點結論未大幅偏離前保守黨政府於2023年發布的更新版「外交國防安全政策綜合檢討報告」(Integrated Review, IR23)。IR23也提到加強培訓華語文和中國事務人才、增加對情報工作的投資。

不過,由於盤點結果最終未以單獨發布的完整政策文件或行動指引呈現,官方並以「機密」、「保護國家利益」為由,未公開(包括對國會議員)絕大多數盤點內容和結論細節,未來如何確保國會和輿論有效問責,以及政策是否可在英國政府各部會和公、私部門達成預期效益,並避免重蹈歷屆政府覆轍,仍有待觀察。(編輯:高照芬)1140625

董軍說,百年變局加速演進,「單邊主義、保護主義逆流滋長,霸權霸道霸凌行徑嚴重衝擊國際秩序,成為最大的亂源禍源」。各方要加強在聯合國、上合組織等多邊框架下的協作配合,團結更多志同道合的進步力量,捍衛國際公平正義,維護全球戰略穩定。

根據報導,納西爾扎德向董軍表示,伊朗近日遭受襲擊,感謝中方對伊方正當立場的理解和支持,希望中方繼續主持公道,為維護當前停火局面、緩和地區緊張局勢發揮更大作用。

(中央社首爾25日綜合外電報導)涉嫌在去年12月韓國緊急戒嚴事件主導內亂的前韓國總統尹錫悅,接連3次拒絕應警方要求出席調查,特檢組昨天向首爾中央地方法院聲請逮捕尹錫悅,但今天遭到法院駁回。

韓聯社報導,內亂特檢組今天向媒體發布通知指出,法院以嫌疑人已表明會在特檢組傳訊後配合為由,駁回逮捕聲請。

內亂特檢組立即通知尹錫悅和其辯護人於6月28日上午9時到案,若不接受到案要求,特檢組將考慮再次提請法院簽發逮捕令。

(中央社記者吳睿騏桃園機場25日電)航空警察局指出,113年起攜手科研單位研發X光圖檔影像AI數位分析系統,目前進行測試,盼透過科技導入,疏解人流壓力,保障旅客飛航安全也增進違禁物品查緝效能。

航警局今天發布新聞稿表示,為加速機場通關時間,提升安檢效能及紓緩安檢人力,與科研單位合作,自主研發「X光圖檔影像AI(人工智慧)數位分析系統」,將AI影像識別技術導入X光機行李檢查設備,藉由學習訓練,透過掃描行李內物品的形狀、紋理、材質及有機無機特性,有效識別危安(險)物品等違禁物。

有關X光圖檔影像AI數位分析系統,航警局指出,目前可辨識打火機類、刀類、工具類、噴罐類、電池類、槍(子彈)及爆裂物類等危安(險)物品,就連大麻、K他命等毒品也可透過AI辨識,將持續透過累積影像分析訓練,未來也將應用於爆裂物偵測、毒品查緝及航空郵包檢查,提升安檢效能。

航警局表示,目前系統已進行測試,預期啟用後以每季新增辨識3種毒品及10種危安(險)物品為目標持續精進,盼協助安檢人員迅速辨識可疑物品,降低人為誤判及旅客等候時間。AI辨識系統也可整合各國不同危安(險)物品等違禁品規範,透過影像與技術融合學習,建立預警機制,提供更多元化的解決方案。

航空警察局長廖恆裕表示,危安(險)物品及新興毒品層出不窮、走私毒品手法日益翻新,警方安檢設備及技術也須與時俱進,航警局在113年初就已著手AI技術的研發導入,今年研發成果已趨成熟,隨著技術持續更新,預期AI未來將在安檢查驗中成為重要輔助工具。(編輯:戴光育)1140625

(中央社維也納25日綜合外電報導)以色列和美國轟炸伊朗核子設施後,國際原子能總署(IAEA)署長葛羅西今天表示,他的首要任務是讓IAEA檢查人員重返伊朗核設施,以評估空襲影響,並檢視伊朗的濃縮鈾庫存。

路透社報導,葛羅西(Rafael Grossi)在奧地利的記者會說道:「這是當務之急。」他正試圖讓IAEA檢查人員重返伊朗核設施,包括在6月13日以色列發動攻擊前,伊朗一直在進行鈾濃縮的3處設施。

新竹市消防局透過文字通報指出,信義街1間燒烤店晚間發生火警,冒出大量白煙,警消到場時店內用餐民眾已完成疏散,但頂樓有人等待救援,立即以雲梯車協助脫困。

(中央社記者陳彥婷基輔25日專電)面對俄羅斯空襲攻勢,許多烏克蘭民眾依指示在家中尋求「兩幅牆」保護,然而烏克蘭緊急服務中心發言人近日在記者會指出,「兩幅牆」的概念多屬心理安慰,無法有效保障安全,呼籲民眾儘可能前往防空洞等經強化的避難處。

所謂「兩幅牆」原則,指的是民眾應選擇位於建築物內部、與外牆隔有兩層堅固牆體的區域躲避。第一道牆可抵擋爆炸衝擊,第二道則提供對飛彈碎片的遮蔽。

烏克蘭緊急服務中心(SESU)發言人霍倫日(Oleksandr Khorunzhyi)近日在記者會指出,不建議民眾依賴「兩幅牆」的方式。

「這種作法對無人機攻擊幾乎無效,更遑論是抵擋砲彈或飛彈,只具備心理作用。」他指出,隨著戰爭持續,不少民眾出現「空襲疲勞」,逐漸對警報聲麻痺,因此傾向尋求相對方便的避難方式,取代較為妥善的避難措施。

霍倫日建議,民眾應利用官方應用程式查找最近的避難設施,與家人規劃自宅至防空洞的路線,並定期演練,以縮短警報響起後的反應時間。他提醒,若所在建築因爆炸起火,應視濃煙位置判斷是否原地等待救援,或使用樓梯安全撤離。

根據烏通社資料,截至今年3月,基輔市內設有約4300處民用避難中心。

霍倫日也呼籲民眾定期檢視與更新避難包內容,應備妥重要文件、長效保存糧食、數日份飲用水與保暖衣物,並為成人與兒童分別準備專用避難包,以提升在避難期間的存活機率。

A man has been found guilty of murdering 14-year-old schoolboy Daniel Anjorin with a samurai sword in Hainault last year.

Marcus Monzo has also been found guilty of three counts of attempted murder, wounding with intent and possession of an offensive weapon.

He showed no emotion as the verdicts were passed at the Old Bailey, from a jury of eight women and four men.

Monzo will be sentenced on Friday.

Daniel Anjorin walked out of the front door of his family home in Hainault at about 07:00 BST, rucksack on his back and headphones on as he headed to school. Moments later the 14-year-old was murdered by Marcus Monzo, who struck him with a 60cm sword causing devastating injuries to his face and neck. Warning: this story contains details some may find distressing

The 37-year-old has been found guilty of his murder at the Old Bailey. The Brazilian-Spanish national was also found guilty of attempting to murder local residents Donato Iwule and Sindy Arias, as well as PC Yasmin Mechem-Whitfield in a 20-minute rampage on 30 May 2024. He was convicted of wounding with intent against Inspector Moloy Campbell and Ms Arias's husband Henry De Los Rios Polania. Body-worn camera footage from the police officers showed the extraordinary bravery they displayed as they tried to disarm Monzo, suffering serious injuries as a result.

Monzo had started his rampage by driving his van straight into Donato Iwule, who was walking to work, his trial heard. This was captured on a doorbell camera. Mr Iwule was "catapulted" into the air, his piercing screams shattering the quiet morning. Mr Iwule shouted that he did not know his attacker as Monzo, armed with the sword, chased him down the street telling him: "I don't care, I will kill you." Monzo "moved quickly, like a predator", the court heard, moving behind Daniel before lifting the sword above his head and swinging it downwards towards his head and neck area. As his body lay in the middle of the road, Monzo was seen to drag it. A woman exclaimed in shock "he's just killed that boy". As an ambulance arrived to try to treat the schoolboy, Monzo attacked the vehicle with his sword, causing the paramedics - who described it as "extremely frightening" - to retreat. Police officers rushed in screaming "drop the sword, drop the sword" as they stood toe-to-toe with him. Pepper spray proved ineffective and, as Monzo shouted "does anybody here believe in God?", they chased him down an alleyway.

'Don't let me die here'

Armed with a Taser, PC Yasmin Mechem-Whitfield led the pursuit, which was captured on police-worn body cameras. But as she got to the end of the alleyway, Monzo jumped out and slashed her three times with the sword. She fell to the ground bleeding as her colleague, PC Cameron King, screamed "police officer stabbed, police officer stabbed, Yas has been stabbed". PC King said he was "petrified", while PC Mechem-Whitfield told her colleague "don't let me die here". Henry De Los Rios Polania was asleep with his wife and four-year-old daughter when Monzo burst into their bedroom. In a terrifying conversation, he repeatedly asked them if they believed in God and then slashed Mr De Los Rios Polania with the sword as he raised his arm to protect his wife. When their daughter started crying, Monzo said he would spare their lives and walked out of the house leaving Mr De Los Rios Polania with serious injuries to his hand.

Despite the injury to their colleague the police officers ran towards Monzo as he appeared to be cornered by a set of garages. In remarkable police video, which resembles hand-to-hand combat, Inspector Moloy Campbell raised his baton as Monzo brought down his sword trying to slash him. The police baton and Monzo's sword clashed twice as Inspector Campbell tried to defend himself and disarm Monzo. "Monzo was slashing at me with a large sword," Inspector Campbell said. "I saw my hand was open - I could see the inside of my hand." Eventually officers fired a number of Tasers at Monzo and managed to arrest him, removing the sword that had caused so much bloodshed.

During a police interview, Monzo claimed his personality had switched and he compared the events to the movie The Hunger Games. He also told police that he had "many personalities" and that one of them was a "professional assassin". Monzo, who grew up in Brazil and moved to England in 2013, gave evidence in court. He spoke in a calm manner - occasionally weeping - and while he admitted attacking people with the sword in Hainault he insisted he could not remember doing so, claiming everything about the day was confused in his mind. Monzo was a martial arts enthusiast who believed in conspiracy theories - including that the earth was flat. He denied the 9/11 attacks on New York and, posting on X, claimed they were antisemitic and promoted conspiracy theories. His brother said he had changed after attending retreats in India and the Amazon where he drank ayahuasca, a hallucinogenic tea.

After a visit to India in 2018, Monzo said he began to engage in some "very extreme" practices, including drinking and washing himself with his own urine. He said he became distant from his family and followed various practices, including sleeping and eating as little as possible. Both the prosecution and defence agreed Monzo's had a psychotic disorder. However, prosecutors said his behaviour was triggered "by self-induced intoxication in the form of drugs" through his use of cannabis, which led to the psychosis. The defence claimed he was "most likely suffering from a pre-existing condition". He had bought the sword two months before the attack, videoing himself with his cat, unboxing it and calling it "freaking sexy" and simulating "ninja stuff". On the day of the attack he strangled his cat and tried to eat it. That morning, Monzo said he had felt the onset of "something like Armageddon" and he believed "the world was collapsing".

Eurostar passengers face severe delays after cable theft

Eurostar said there was already knock-on disruption on Wednesday after two people died in separate incidents on the LGV Nord line on Tuesday, but services were further impacted after cable was stolen on the same line.

Eurostar said passengers should postpone their journey, after the disruption saw services cancelled and delayed in both directions on lines connecting London with Paris, Brussels and Amsterdam.

The high-speed rail operators says repairs are complete and the railway line is open again, but delays will last until the end of the day.

Eurostar passengers are facing a second day of severe delays after two people died on the railway track in France and then cables were stolen.

The theft near Lille, which French media said was of around 600 metres of copper cables, caused trains to be rerouted, leading to extended journey times.

Further cancellations are not expected on Wednesday now that the railway line is repaired.

Eurostar said that so far, five trains between London and Paris have been cancelled.

It added that impacted passengers can change their travel plans for free or request a full refund.

"We're very sorry for the impact this is having on our customers," Eurostar said in a statement.

"Our teams are working closely with the French authorities and infrastructure teams to manage the situation and restore services safely."

The operator earlier said one track had reopened, allowing some trains to run in both directions until full repairs were completed.

Water is being handed out to passengers onboard delayed trains, and stations are also very busy.

Hundreds of people are queuing at London's St Pancras International railway station trying to access the service centre to rebook onto other trains.

Elizabeth Romijn, a yoga teacher from the Netherlands, told PA news agency at St Pancras that the situation was "very chaotic" and people were having to sit on the ground because there were not enough chairs.

The 75-year-old was planning to travel home to Brussels after visiting friends in Surrey.

"My plan is to just wait. Maybe I should go and be more proactive and go to ask one of the staff but nobody seems to know anything," she said, adding that "it's quite horrible long queues."

The railway line in France was closed for much of the afternoon and evening on Tuesday after the two fatalities between Lille and Paris.

Services were cancelled on routes to and from Paris while trains between London, Brussels and Amsterdam ran with delays.

Eurostar said disruption continued into Wednesday as trains and crew were displaced.

Over the past year, Dilara's next-door neighbour has threatened her father with a knife and damaged their property. Dilara says she also smashed her sister's car windscreen with a hammer. "I'm just scared," says the 17-year-old beauty therapy student, who lives with her family in south London, "it doesn't feel like a home to me anymore". She says she struggled when doing her GCSEs last year as noise from the neighbour kept her awake - and the issue is still affecting her college studies. "I'm really tired," she says, adding that sometimes she can't make it to school because she's so exhausted. Sixty-six people have contacted Your Voice, Your BBC News telling us how they have dealt with relentless noise, vandalism, death threats and even physical assaults by neighbours. It comes after we reported on a couple plagued by anti-social behaviour earlier this year. Meanwhile, the housing ombudsman told us complaints about such issues had doubled over the last five years and authorities needed to work more collaboratively to protect people.

Knife-threat neighbour still living next door

Dilara's father Ecevit, 50, says when he told their neighbour to turn the music down at 04:00 one morning in January, she came out with a knife. The incident left him "shaking". The neighbour was arrested but released on bail and was back home the next day. The neighbour pleaded guilty to threatening "a person with a blade/sharply pointed article in a public place" and will be sentenced in July. But the anti-social behaviour has continued. Last month, she allegedly smashed the car windscreen of one of Ecevit's other daughters. The neighbour has now been charged.

Melissa, 25, who needs the car to get to work, says she was in "shock" when she discovered what had happened. The family believe their housing association, Wandle, has failed to act over the numerous cases of anti-social behaviour, despite much of it being recorded on cameras. "What is it going to take for them to actually take action and do something to safeguard us and to protect us? Do they expect her to kill us? How is it not enough?" Melissa asks. Dilara says the windscreen incident has "really affected" her and that, along with other members of her family, she now suffers with anxiety. Cihan, 29, the eldest daughter in the family says: "There's no real action. There's no real urgency, it's just brushed under the carpet."

Anne Waterhouse, chief executive of Wandle, said the housing association was "deeply sorry about the distress caused to the resident enduring this unacceptable level of anti-social behaviour". "Our community safety team has been working with the impacted family, the police, the local authority and several external agencies to resolve the serious anti-social behaviour issues being experienced." Ms Waterhouse added that Wandle was currently assessing whether the family's property would "benefit from enhanced security during this difficult time". But the family say their neighbour has also been failed by the system. "It's also a failure for someone who is clearly very vulnerable and is struggling with their mental health. And you know she deserves all the help that she needs, as well as considering my family's safety," Cihan says. A Met Police spokesperson said the local Safer Neighbourhoods Team was aware of a "pattern of behaviour" and was working to support the family, as well as liaising with housing associations and mental health services.

Exclusive data from the housing ombudsman shows the number of complaints about how social landlords have dealt with anti-social behaviour in England have increased by 119% over four years - from 552 in 2020, to 1,207 in 2024. The watchdog found many social landlords were failing to protect tenants from anti-social behaviour. Richard Blakeway, the housing ombudsman for England, says in about "two out of three cases" he looks at involving anti-social behaviour "something has gone wrong". "In some of the most serious cases, really losing sight of the issues, losing sight of the victim, and the impact of that is deeply shocking," he says.

'I don't sleep'

Others contacted us with similar stories - including Cheryl, in Shoreham-by-Sea, who says four years of complaints about her neighbour have resulted in little action from the authorities. She says loud music, shouting, abuse and other forms of disquiet have made her life a misery. "I don't sleep. It's like sharing a house with these people, and it affects every part of everything. I can't go out," she adds. "My routine revolves around them, so I sneak in and out when it's quiet, because it's been dangerous if I don't." Cheryl says she installed cameras around her house because she feels unsafe. Another neighbour of Cheryl says anti-social behaviour is impacting her life too. They both say they have been let down by the woman's landlord, Adur & Worthing Councils. Cheryl says she has been told not to contact them anymore, with the council calling her claims "vexatious". The council tells us recent complaints from Cheryl are "unfounded" and "hundreds of hours of officer time have been put into understanding the situation and providing support where it is required". This has led to an "improved situation", it says. In a statement, the council cited "two independent ASB [anti-social behaviour] Case Reviews led by two other councils, both of which have supported the actions we have taken in this case." The BBC has seen video footage showing multiple instances of shouting, swearing and drinking outside Cheryl's flat, which is above the woman's. We put all of Cheryl's allegations to her neighbour, who did not want to be interviewed but disputed Cheryl's claims and said she felt harassed because she was being filmed. She also told us she was vulnerable.

Sussex Police said it had received "multiple reports of anti-social behaviour between neighbours" since 2021. It said a 61-year-old woman had been issued with a Community Protection Notice, and in August 2024 was ordered to complete a community resolution for a public order offence. In a statement, the force told us it "understands the impacts of anti-social behaviour on victims and all reports are taken seriously". It said it had "engaged with all parties involved, including the local authority, to identify a satisfactory resolution". Cheryl says the impact of living in this situation has been devastating and she has spent time in hospital after a suicide attempt. "It's heartbreaking. It doesn't feel safe, life is hell. It's horrible. It's not a way to live."

Many people who contacted us said they felt ignored by the authorities and isolated as no official body has taken ownership of the issue. Kate Henderson, chief executive of the National Housing Federation, which represents housing associations, said persistent anti-social behaviour caused "deep distress" but stressed housing associations treated it seriously. "Many have dedicated, specialist teams whose role it is to manage such cases, to liaise with victims and alleged perpetrators, and to mediate swift resolutions." Mr Blakeway, the housing ombudsman, said there were laws in place to protect people but there could be a "breakdown" in "cooperation between different agencies". In many of the cases we have heard about, we were told that people on both sides aren't getting the support they need. "Social landlords need more support from mental health services, who will be under their own pressures," Mr Blakeway said. "But then social landlords themselves also need to recognise that they need to develop skills to handle mental health issues effectively themselves."

A fraudster who tricked luxury hotels and stores into buying "Scottish-grown tea" that was actually from abroad has been jailed for three-and-a-half-years. Thomas Robinson also conned aspiring tea growers by selling them plants he claimed had been "specially engineered" to grow in Scotland's climate - but in reality they had simply been bought in from Italy. The 55-year-old, who was known to his many customers as Tam O' Braan, spun an elaborate backstory claiming among other things that he was a former bomb disposal expert, had lived in the Amazon and had invented the "bag for life". Last month he was found guilty of the £550,000 scam that spanned five years from 2014.

He supplied high-end customers such as Edinburgh's Balmoral Hotel and the Dorchester in London with varieties of tea with names like Highland Green, Silver Needles and Scottish Antlers Tea. Sentencing Robinson and Stirling Sheriff Court, Sheriff Keith O'Mahony said his crimes were not victimless and involved "significant and persistent planning".

Trading as The Wee Tea Plantation, Robinson claimed his brews had been grown on farmland in Perthshire and Dumfries and Galloway, but really the tea had been bought from a wholesaler in Oxford and resold at hugely-inflated prices. Concerns were raised with the authorities when genuine tea growers caught wind that Robinson had populated the Balmoral Hotel's Palm Court luxury tea menu with Scottish brands.

Richard Ross bought 500 plants from Robinson in 2015 but as the crop failed he followed stories of Robinson in the media. "I heard about the Balmoral tea list and decide to go and have a look," Mr Ross said. "He'd taken names of genuine plantations but no-one involved in the actual plantations had heard they were selling to The Balmoral and that's because none of them had produced any tea from their plants." In 2017, Perth and Kinross Council started to check if Robinson had a food processing licence. At the same time Food Standards Scotland (FSS) was alerted and Robinson's fraud began to unravel.

Lead investigator Stuart Wilson said: "It didn't take long to establish that the tea he was selling to the hotels was being bought from wholesalers, likely to have originated in Sri Lanka or India. "He'd created such a story that people were taken along. Once we started digging into it, it was quite clear that not only could the quantity of tea not be grown but the plants he sold couldn't have been grown either in the quantities claimed." Mr Wilson added: "It was quite clear there were a lot of false claims. "He claimed at certain points to be a chemist, a scientist and an agronomist. He claimed to have served in the Army as well as many other things. "Digging in to each aspect, it was quite clear that all of these were falsehoods and he built up his lies upon these falsehoods."

'Sincerest apologies'

The Balmoral said it was "shocked and devastated" when the fraud was discovered and has since tightened its procurement process. General manager Andrew McPherson said: "We work hard to support local Scottish food producers, providing them with a global platform to showcase their products. "To have been deceived in such a calculated manner left us all profoundly disappointed and embarrassed. "As the hotel general manager, I would like to extend my sincerest apologies to everyone affected by this tea incident, particularly our loyal guests, who trusted in the authenticity and quality of our offerings." Robinson couldn't help but embellish his credentials when trying to defraud. He boasted that tea he had supplied to London's Dorchester Hotel in 2017 was "the Queen's favourite".

The media was also taken in with numerous stories appearing about his tea "success", including on the BBC News website and in a BBC podcast. One magazine feature introduced Robinson as having previously lived "on a canoe in the Amazon, bitten by a deadly snake in Brazil and shot at on the Thailand-Burma border" before he turned to tea. During his trial, it was heard that he created the "CV of a fantasist" - claiming he was a multi-millionaire, a former bomb disposal expert and an inventor. He claimed to have developed a "special biodegradable polymer" that would make the tea plants grow in half the usual time. The court was told it looked just like a black bin liner.

Mr Wilson from the FSS investigation said Robinson was a unique character. "Fraudsters will do whatever it take to continue their lies but once caught they tend to diminish away into the background - but Tam O'Brann, or Thomas Robinson, was quite happy to stand up in court and continue his lies. "Clearly the jury didn't believe him."

Tea enthusiasts

Along with the hotels, high-end shops were also targeted, raking in £278,000 for Robinson. When a buyer from the prestigious food store Fortnum and Mason's wanted to visit his plantation near Loch Tay, he hurriedly bought in plants from a nursery in Sussex and put them on show. Robinson's scam also hit tea enthusiasts trying to build the industry in Scotland. He defrauded a dozen genuine tea growers in Scotland and one from Jersey by supplying them with 22,000 plants at £12.50 each. Robinson claimed they were "specially engineered" for Scottish conditions but he had actually imported them from a horticulturist in Italy at around £2 per plant. Many of the plants died or failed to thrive while Robinson made almost £275,000 from the sales.

Islay Henderson started growing tea at a plantation in Tighnabruaich, in Argyll and Bute, seven years ago, after hearing a radio interview with Hamilton. She and her husband bought 1,500 plants from him. "He told us we were buying tea (plants) that were selectively grown in Scotland for 11 years, so we thought we had Scottish seed that had already been trialled. "When we realised they weren't actually from Scotland, it was quite a worry. "We felt really lied to – he was promising so much with these plants and I guess that's when the suspicion became a bit more obvious." Robinson denied the fraud at his trial and claimed paperwork that would have proved his innocence had been destroyed in a flood. He said he was proud of his work and told the jurors: "I wanted to leave something that would stand in the history of tea."

The truth about tens of thousands British veterans who tested nuclear bombs has been "covered up for decades", the mayor of Greater Manchester has alleged. Andy Burnham told BBC Newsnight the government must act while the remaining survivors are still alive. In the 1950s and 60s, servicemen witnessed dozens of atomic and hydrogen bomb tests and radioactive experiments in Australia and the South Pacific as part of the UK's nuclear programme. Veterans claim the tests caused severe lifelong health problems, and that the government continues to conceal their health records. The Ministry of Defence has promised to "thoroughly examine" what information exists regarding veterans' medical tests.

Veterans, along with many others who were exposed, are preparing to launch civil legal action against the MoD to gain access to their own medical records. They say their records are being illegally withheld, and harm was done to them and their families by the MoD's failure to keep, maintain and release them. Survivors allege they have suffered cancers of the liver, bone, bowel, skin and brain, as well as leukaemia, heart disease, stillbirths and generational birth defects as a result of exposure to the nuclear tests. John Morris, 87, worked as a laundry operator "washing contaminated clothing" on Christmas Island in the Indian Ocean in the 1950s, and said he witnessed tests of three atomic bombs and one hydrogen bomb. "If you've seen the film 'Oppenheimer', I sat 20 miles from a nuclear explosion that was a thousand times greater than that explosion," he told Newsnight. "People have reckoned it was like sitting in the centre of the sun," he said. "With a pair of trousers on, a shirt and sunglasses." Mr Morris believes the bomb tests caused him to develop pernicious anaemia - an autoimmune condition - and cancer; and caused his first-born son Steven to tragically die in his cot due to birth defects at four months old. John and his wife Betty were initially questioned on suspicion of Steven's murder, before being released without charge. It took John 50 years and a Freedom of Information Act request to produce the coroner's report which suggested their son's lungs may not have formed properly. "The MoD had the audacity to turn round and say they looked after us to the best of their ability," he said. "I'm sorry MoD, you've an awful lot to answer for."

From 1952 and for the following 15 years, about 39,000 British and Commonwealth servicemen and scientists witnessed 45 atomic and hydrogen bombs, and hundreds of radioactive experiments, in the Australian Outback and Pacific atolls. As well as the military personnel, the tests also allegedly put at risk their children and indigenous communities. "This is a criminal cover-up on an industrial scale and only Parliament can overturn it," said Mr Bunham, who has campaigned on the issue before. He told BBC Newsnight's special programme: "Why has this one got the firmest of lids on it? I think it is because it goes to the heart of the British state."

Steve Purse, whose father David Purse took part in radioactive experiments in 1963, was born with a number of severe disabilities including a form of short stature, as well as curvature of the spine, a respiratory condition and hydrocephalus - a build-up of fluid in the brain. Mr Purse said his father would describe how contaminated sand would blow "everywhere", including into bedding, clothing and food, following the tests in Maralinga in South Australia. "Along come I, a few years later, and in my mind it doesn't take a genius to make a link there and say there has to be something in it. "My condition has never actually been diagnosed - doctors can't diagnose me so there's something genetically different there. There's something wrong."

His son, aged four, has a condition which results in his teeth crumbling. "One dentist said he's seen this before in the children who were in the fallout clouds of Chernobyl," said Mr Purse. Another veteran, Brian Unthank, who was stationed on Christmas Island, said he lost all his teeth and his first wife suffered 13 miscarriages and their children have suffered various health issues. Mr Unthank said he was never issued any protective clothing during the two hydrogen bomb tests he witnessed. He has had treatment for 92 instances of skin cancers, including another treatment this week.

In May 2021, the National Radiological Protection Board said it had carried out three large studies of nuclear test veterans and found no valid evidence to link participation in these tests to ill health. The independent studies, commissioned by the MoD, said overall, test participants "had similar overall levels of aggregated mortality and cancer incidence" to the control group. It said records indicate that "relatively few test participants received any measurable radiation dose as a result of the tests". Veteran's blood and urine samples taken from them as young men at the Cold War weapons trials have been reclassified as "scientific data" and placed out of reach at the Atomic Weapons Establishment, an MoD agency. The government said the database where those records are held – known as Merlin – "has not been declassified" and "contains information ranging from unclassified to Top Secret, with the majority being unclassified". "Plans are under way to release unclassified records at the National Archives with the appropriate privacy redactions, while classified records are being reviewed for potential publication with necessary security redactions," the MoD said in a statement.

The civil case against Andrew Tate will take place months earlier than planned after a High Court judge said she was "very keen to get on" with the case. A 16-day trial had been listed to start on 22 February 2027, but the case has now been moved forward to 22 June next year. Four women are suing Tate over allegations of sexual violence, including that he grabbed one of the women by the throat on several occasions in 2015, pointed a gun in her face and assaulted her with a belt. Tate has previously denied the claims in a written defence submitted to the High Court, calling them a "pack of lies" and "gross fabrications".

Mrs Justice Lambert told the court in London: "We just need to make this happen really. Its not in anyone's interests that this case goes into the long grass of 2027." The claimants welcomed the judge's decision to bring the case forward, they said: "We've already spent years waiting for justice, and so it's of some comfort to hear that Andrew Tate will face these allegations in a court earlier than the original plan of 2027." The trial could last up to five weeks, with a further preliminary hearing expected to take place at a later date.

Allegations previously described in court documents, seen by the BBC, contain detailed accounts of rape, assault and coercive control. One woman claims Tate threatened to kill her, another says he made clear he would kill anyone who spoke to her, and a third claims Tate convinced her he had killed other people. A spokesperson for Tate previously said: "He denies ever threatening anyone with a firearm, engaging in non-consensual acts or subjecting any individual to physical or psychological harm. "These are civil claims, brought years after the alleged events and following a CPS decision not to pursue criminal charges. "It is deeply troubling that such graphic and one-sided accounts are being publicised before any judicial assessment has taken place."

Deputy Prime Minister Angela Rayner has said a vote on the government's welfare bill will go ahead on Tuesday, despite a huge number of Labour MPs opposing the measures. More than 130 MPs, including 120 Labour backbenchers, have signed an amendment calling for the proposals to be scrapped, making an embarrassing defeat for the government possible. Senior ministers, including the chancellor and health secretary, have been ringing round MPs trying to persuade them to drop their opposition. Speaking in the Commons, shadow chancellor Sir Mel Stride asked Rayner if she could defend the bill and explain why she thought so many of her own colleagues were "wrong".

Rayner replied that the bill would help people into work, and end eligibility reassessments for the severely disabled. "We won't walk way and stand by and abandon millions of people trapped in a failing system left behind by him and his colleagues," she said. She accused the Conservatives of having "no plans and no idea" on welfare policy. Speaking after Prime Minister's Questions, a Downing Street spokesperson said Sir Keir recognised the strength of feeling but said leaving millions of people in a failing system was "not the moral or progressive thing to do".

The government's Universal Credit and Personal Independence Payment Bill changes who would qualify for certain disability and sickness benefits. Ministers have said the bill is crucial to slow down the increase in the number of people claiming benefits. However, Labour critics of the bill have argued there has not been sufficient assessments of the impact of the measures, which they say will push large numbers into poverty. Conservative leader Kemi Badenoch has said her party could be prepared to back the bill providing the government can guarantee it would reduce the welfare budget and get more people into work, without raising taxes - a list of conditions which the government would be unlikely to accede to. The bill was raised at Prime Minister's Question where - because the prime minister is at the Nato summit in the Netherlands - Rayner and Sir Mel were standing in for their respective leaders. Given the level of opposition to the bill from the Labour ranks, there has been speculation the government will be forced to pull the vote in order to avoid a defeat. Asked by Sir Mel if this was the case, Rayner replied unequivocally: "We will go ahead on Tuesday." Stride said Labour backbenchers had "heard that before" with the winter fuel payment, making reference to the government's U-turn last month. He then repeated his leader's offer to the government to back their bill and save them from defeat, as long as ministers could commit to reducing the overall welfare bill. Rayner responded with an attack on Sir Mel, who served as work and pensions secretary in the previous Conservative government. "He demands a programme to help people into work - exactly what this bill does - after he left one in eight young people out of the economy. "He demands further welfare savings, from the man who was in charge, as the welfare bill absolutely ballooned. They say cut welfare bill - they failed." Sir Mel said the government's bill would fail to stop the number of claimants from rising and that tax rises in the autumn were "inevitable". He asked Rayner if she could rule out tax increases. She said the criticism was "a bit rich" coming from a party that had introduced "the biggest tax rises".

Rayner is the latest in a series of ministers insisting that they will push ahead with the welfare changes. However, as it stands, the numbers look difficult for the government and over the last few days senior ministers have been ringing round Labour MPs convincing them to back the bill. So far, only one Labour MP, Samantha Niblett, has taken her name off the list of MPs supporting the amendment.

Arsenal are interested in Brentford midfielder Christian Norgaard amid uncertainty over Thomas Partey's future.

Sources have indicated the Gunners are exploring a deal worth an initial £10m, with a possible £5m in performance related add-ons for the 31-year-old Denmark international.

Norgaard, who has not been a long-term target for the Gunners, is now on the club's radar as they seek experience in midfield with 32-year-old Partey having so far failed to agree terms over extending his contract.

Ghana midfielder Partey's contract expires next week and if a deal cannot be reached, he will leave the club.

Norgaard, whose contract with Brentford expires in 2027, moved to the club in 2019 and became a key player for them under Thomas Frank, who has now taken over at Tottenham.

Arsenal are set to complete the signing of Chelsea goalkeeper Kepa Arrizabalaga this week by paying his £5m release clause and are close to finalising the £51m signing of Real Sociedad midfielder Martin Zubimendi.
